About creation of the Ministry of development of information technologies and communications of the Republic of Uzbekistan

For the purpose of further enhancement of system of public administration, the accelerated implementation of modern information technologies and communications, the "electronic government" system, information systems in industries and spheres of national economy, upgrade of telecommunication infrastructure and data transmission networks:

1. Create the Ministry of development of information technologies and communications of the Republic of Uzbekistan based on the State committee of communication, informatization and telecommunication technologies of the Republic of Uzbekistan.

Determine that the Ministry of development of information technologies and communications of the Republic of Uzbekistan is legal successor of the State committee of communication, informatization and telecommunication technologies of the Republic of Uzbekistan for all its obligations and agreements, including international.

2. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 19.02.2018 No. UP-5349

3. Determine that:

the decisions of the Ministry of development of information technologies and communications of the Republic of Uzbekistan accepted within its powers are obligatory for execution by the ministries, departments, companies, associations, executive bodies on places, and also business entities and citizens;

heads of the ministries, departments, companies and associations, executive bodies on places and their deputies for digitalization (Chief Digital Officer) bear the personal responsibility for timely and full-scale implementation of comprehensive programs on development of information and communication technologies, implementation of services of "the electronic government" and information systems;

results of assessment of level, efficiency and quality of implementation of information and communication technologies and interactive state services in industries and spheres of economy are the basis for consideration of compliance of heads of the ministries, departments, the companies, associations, large enterprises and associations, executive bodies on places and their deputies for digitalization (Chief Digital Officer) to posts.

4. To the Cabinet of Ministers in two weeks to submit in accordance with the established procedure for approval the draft of the resolution of the President of the Republic of Uzbekistan on the organization of activities of the Ministry of development of information technologies and communications of the Republic of Uzbekistan.

5. Declare invalid, except for Items 4, 5 and 8, the Presidential decree of the Republic of Uzbekistan of October 16, 2012 No. UP-4475 "About Creation of the State Committee of Communication, Informatization and Telecommunication Technologies of the Republic of Uzbekistan".

6. To impose control of execution of this Decree on the Prime Minister of the Republic of Uzbekistan Sh.M.Mirziyoev.
