About measures for ensuring efficiency of projects implementation for improvement of water supply and water disposal in settlements due to the state capital investments

For the purpose of increase in efficiency of use of funds of the state capital investments allocated for projects implementation on providing the population with high-quality drinking water and services of water disposal, enhancement of the mechanism of their realization, cardinal increase in responsibility of the interested ministries, departments and the territorial water supplying organizations for resulting effects of projects implementation for providing the population with high-quality drinking water and services of water disposal financed by the state capital investments, the Cabinet of Ministers decides:

1. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of November 17, 2014 No. PP-2264 "About the Investing program of the Republic of Uzbekistan for 2015" on further improvement of providing settlements with drinking water and services of water disposal are provided limits of the state capital investments in the amount of 174,6 of one billion bags.

2. Additional tasks of the Ministry of housing-and-municipal servicing to determine:

issue of the conclusions, taking into account confirmation of the sources of drinking water which are the basis for opening of financing on the projects in the sphere of water supply and water disposal realized at the expense of means of the state capital investments and the attracted loans of the international financial institutions;

decision making about feasibility of projects implementation in the sphere of water supply and water disposal;

approval of final lists on construction and reconstruction of subjects to water supply and water disposal;

monitoring of the project progress in the sphere of water supply and water disposal, taking into account achievement of their project parameters and indicators;

identification of the reasons and increase in responsibility of officials for failure to provide of achievement of project parameters and indicators of construction and reconstruction of subjects to water supply and water disposal;

initiation of efficient measures, directed to projects implementation on construction and reconstruction of subjects to water supply and water disposal, according to the approved network schedules and the design estimates.

3. Approve:

Regulations on procedure for the organization of construction and reconstruction of subjects to water supply and water disposal in the settlements financed by the state capital investments according to appendix No. 3;

key parameters on construction and reconstruction of subjects to water supply of settlements in 2015 due to the state capital investments according to appendices No. No. 5 and 5a;

sources of connection of subjects to water supply of settlements in 2015 according to appendix No. 5b.

4. Assign to the minister of housing-and-municipal servicing of the Republic of Uzbekistan, the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas the personal responsibility for effective use of the allocated state capital investments, timely and high-quality projects implementation in the sphere of water supply and water disposal.

5. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the Ministry of housing-and-municipal servicing of the Republic of Uzbekistan together with the Ministry of construction of the Republic of Uzbekistan high-quality development of the design estimates on construction and reconstruction of subjects to water supply and water disposal in settlements.

6. To the Uzkommunkhizmat agency together with Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas in two-month time:

carry out continuous inventory count of subjects to water supply and water disposal on the republic with accurate determination of the actual technical condition, security with water supply and water disposal;

develop schemes of development of water supply systems and water disposal of areas and the republic in general in coordination with Master plans of settlements;

on the basis of schemes of development of water supply systems and water disposal to create constantly updated electronic database for monitoring of accomplishment of address lists of construction and reconstruction of subjects to water supply and water disposal, population scope water supply and services of water disposal, for the purpose of ensuring high-quality creation of address lists of construction and reconstruction of subjects to water supply and water disposal, and also the perspective forecast of supply of the population with drinking water.

7. Goskomgeologiya of the Republic of Uzbekistan in two-month time to carry out detailed inventory count, the analysis of availability and expected amounts of underground sources of drinking water supply with the subsequent representation of results to the Special republican commission on coordination of program implementation in the sphere of drinking water supply and water disposal and to the territorial commissions according to the procedure, established by this resolution.

8. According to reasonable proposals of Goskomgeologiya of the Republic of Uzbekistan to provide to the Ministry of Finance of the Republic of Uzbekistan financing of necessary hydrogeological researches on assessment and revaluation of inventories of underground waters within the Program of exploration works on 2015 and the next years.

9. To provide to the ministry of construction of the Republic of Uzbekistan conducting state examination of the design estimates and to establish the state architectural and construction supervision of quality of accomplishment of installation and construction works.

10. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.
