About approval of the Concept on protection and use of historical and cultural heritage of the Kyrgyz Republic for 2015-2020

For the purpose of ensuring effective use and protection of objects of historical and cultural heritage, according to article 8 of the Law of the Kyrgyz Republic "About protection and use of historical and cultural heritage" the Government of the Kyrgyz Republic decides:

1. Approve the Concept on protection and use of historical and cultural heritage of the Kyrgyz Republic for 2015-2020 according to appendix.

2. To the Ministry of Culture, information and tourism of the Kyrgyz Republic in three-months time to develop and approve the Actions plan on implementation of the Concept on protection and use of historical and cultural heritage of the Kyrgyz Republic for 2015-2020.

3. To impose control of execution of this resolution on department of education, culture and sport of Government office of the Kyrgyz Republic.

4. This resolution becomes effective after 10 days from the date of official publication.

The concept on protection and use of historical and cultural heritage of the Kyrgyz Republic for 2015-2020

1. Role of historical and cultural heritage

The historical and cultural heritage of the Kyrgyz Republic is the most important part of national culture, the basis of national consciousness creating the fundamental principles of the state cultural policy.

2. Condition of historical and cultural heritage of the Kyrgyz Republic at the present stage

In the Kyrgyz Republic there are about 2 thousand immovable monuments of history, archeology, architecture and town planning, monumental art having special value for national history and culture of Kyrgyzstan. From them 583 objects were included into the State list of historical and cultural monuments of the Kyrgyz Republic of republican value approved by the order of the Government of the Kyrgyz Republic "About approval of the Regulations on accounting, protection, restoration of objects of historical and cultural heritage of the Kyrgyz Republic" of August 20, 2002 No. 568.

On typological accessory historical and cultural monuments are:

- monuments history - 66 objects;

- archeology monuments - 335 objects;

- monuments of town planning and architecture-122 objects;

- art monuments - 53 objects;

- monuments of cultural history and the nature - 7 objects.

In the republic step-by-step inventory count of historical and cultural monuments, research works on determination of the historical and cultural and art importance of monuments, their technical inspection, execution of accounting documents (passports, security obligations and security agreements) are annually carried out.

Following the results of carrying out inventory count of archaeological monuments in the Chuya, Osh, Jalal-Abad, Batken, Issyk kul, Naryn and Talas regions it is determined that from 173 surveyed monuments - 25 archaeological objects and 28 objects of architecture require repair and restoration and conservation works. On 76 objects passports are created, 172 security agreements and security obligations are signed with owners (users) of objects.

In 2009 the National historical and archaeological museum Sulaiman-Too complex, in 2014 - ancient settlements "Krasnorechinskoye (Nevaket)", "by Joint stock company-Beshim (Suyab)" and the Republican arkheologo-architectural museum complex tower "the Snow-storm (Balasagyn)" is entered in the list of the world cultural heritage of UNESCO.

For the purpose of ensuring safety of objects of historical and cultural heritage in their historical circle in the territory integrated to them zones of protection of objects of historical and cultural heritage are established: the conservation zone, zone of regulation of building and zone of the protected objects of the nature or historical landscapes. In the territory of the republic projects of zones of protection of 23 historical and cultural monuments of the Kyrgyz Republic of republican value are developed.

During 2013-2014 conservation and repair work is carried out on ancient settlements "Krasnorechinskoye (Nevaket)", "by Joint stock company-Beshim (Suyab)" and on objects of the National historical and archaeological museum Sulaiman-Too complex.

3. Problems on protection and use of historical and cultural heritage
