About approval of Rules of determination of weight of industrial injuries

Based on part two of Item 40 of Rules of investigation and accounting of the labor accidents and occupational diseases approved by the resolution of Council of Ministers of the Republic of Belarus of January 15, 2004 No. 30 "About investigation and accounting of labor accidents and occupational diseases" and subitem 9.1 of Item 9 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve the enclosed Rules of determination of weight of industrial injuries.

2. This resolution becomes effective after its official publication.

Rules of determination of weight of industrial injuries

1. These rules establish procedure for determination of weight of industrial injuries.

2. For the purposes of these rules:

terms and their determinations in the values established by the Law of the Republic of Belarus of June 18, 1993 "About health care" are used (Vyarkho¸naga Savet's Vedamastsi of Respubliki Belarus, 1993, No. 24, Art. 290; The National register of legal acts of the Republic of Belarus, 2008, No. 159, 2/1460), Chapter 16 of the Regulations on insurance activity in the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 25, 2006 No. 530 "About insurance activity" (The national register of legal acts of the Republic of Belarus, 2006, No. 143, 1/7866; National legal Internet portal of the Republic of Belarus, 19.04. 2014, 1/14942);

the industrial injury is understood as the injury got as a result of labor accident.

3. Weight of industrial injuries is determined by health workers of the organizations of health care, except for the health workers providing emergency medical service and (or) performing medical transportation (evacuation) of the patient (victim) in case of the address of the patient (victim) in case of industrial injury.

4. In case of determination of weight of industrial injury nature and localization of damage, its danger to life, injury consequence for health of the patient (victim) are estimated.

5. For the purposes of these rules industrial injuries are classified on heavy and not belonging to heavy.

6. Treat severe industrial injuries:

6.1. damages of health, life-threatening the patient (victim), caused disorder of the vital functions of organism of the patient (victim) which sharp period is followed:

shock of various etiology;

coma of various etiology;

sharp blood loss (amount more than 20%);

sharp insufficiency of functions of various bodies and systems of organism;

sharp poisoning with the chemical and (or) biological substances, technical liquids, toxic metals and (or) toxic gases which caused life-endangering conditions (except for the poisoning caused only or mainly by impact of the harmful production factor which is present at labor process);

different types of mechanical asphyxia;

6.2. the dangerous damages of health creating direct threat for life of the patient (victim):

the opened or closed intra cranial injury of heavy or average degree, objectively diagnosed subarakhnoidalny hemorrhage;

the wound of neck getting into gleam of throat or throat, either cervical department of trachea, or cervical department of gullet;

wound of thyroid gland;

fracture of cartilages of throat or trakhealny cartilages;

fracture, dislocation of one or several vertebras of various departments of backbone, including without dysfunction of spinal cord;

traumatic gap of one or several intervertebral disks with sdavleniye of spinal cord;

injury of spinal cord (bruise, sdavleniye, partial damage, anatomic gap) at any level;

the wound getting into the vertebral canal of any department of backbone including without injury of spinal cord and its backs;

the wound of thorax getting into one of cavities (pleural, pericardium cavity, in sredosteniye cellulose), including without internal injury;

the closed damage (razmozzheniye, separation, gap and another) one or several bodies of chest cavity (heart, lung, bronchial tubes, chest department of trachea, thymus, lymphatic chest channel, diaphragm) or traumatic haemo pericardium, gemotoraks, pheumothorax;
