RESOLUTION OF COUNCIL OF MINISTERS OF THE REPUBLIC OF BELARUS

About approval of the State program of assistance of employment of the population of the Republic of Belarus for 2015

(as amended on 24-12-2015)

According to article 12 of the Law of the Republic of Belarus of June 15, 2006 "About employment of the population of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed State program of assistance of employment of the population of the Republic of Belarus for 2015 (further - the State program).

2. Determine that financing of the State program is performed at the expense of means of state non-budgetary fund of social protection of the population of the Republic of Belarus, including in the form of the subventions transferred to budgets of areas and Minsk.

3. Determine:

customers of the State program Ministry of Labour and Social Protection, Ministry of Education, regional executive committees and Minsk Gorispolkom;

the customer - the coordinator of the State program the Ministry of Labour and Social Protection.

4. To customers of the State program:

within the competence to exercise control over the implementation of the State program;

quarterly to the 20th following the accounting period to submit the report on the course of its realization in the Ministry of Labour and Social Protection.

5. To the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, being contractors of the State program, quarterly to the 20th following the accounting period to provide information on the course of implementation of the State program in the Ministry of Labour and Social Protection.

6. To the customer - the coordinator of the State program quarterly to the 30th following the accounting period to inform Council of Ministers of the Republic of Belarus on the course of accomplishment of the State program.

7. To confer the personal responsibility for accomplishment of the State program on the Minister of Labour and Social Protection, the Minister of Education, chairmen of regional executive committees and the Minsk Gorispolkom.

8. To impose control over the implementation of this resolution on the Deputy prime minister of the Republic of Belarus supervising questions of work.

9. This resolution becomes effective from the date of its official publication.

Chapter 1. General provisions

The state program of assistance of employment of the population of the Republic of Belarus for 2015 (further - the State program) is developed according to article 12 of the Law of the Republic of Belarus of June 15, 2006 "About employment of the population of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2006, No. 94, 2/1222), the main objectives of policy of employment and the labor market in the conditions of upgrade of economy determined in the Program of social and economic development of the Republic of Belarus for 2011-2015 approved by the Presidential decree of the Republic of Belarus of April 11, 2011 No. 136 (The national register of legal acts of the Republic of Belarus, 2011, No. 43, 1/12462), and also parameters of the forecast of social and economic development of the Republic of Belarus for 2015.

In the State program the main directions and priorities of activities of the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees and Minsk Gorispolkom, associations of employers and labor unions, public associations of disabled people on realization of state policy in the field of employment of the population are determined.

Chapter 2. Feasibility statement

The measures taken by the Government of the Republic of Belarus regarding employment of the population allowed to keep stability in the social sphere, to improve situation in the labor market, to reduce intensity in the labor market of regions.

The situation in the labor market of the republic is characterized by rather low and stable level of registered unemployment. For December 1, 2014 the level of unemployment constituted percent 0,5 in case of the forecast for the end of 2014 to percent 1,5.

Labor demand remains rather high. At the same time its decrease on percent 33,4 (for December 1, 2013 65 thousand vacancies, for December 1, 2014 - 43,3 of one thousand vacancies are declared) is noted. During 2014 the amount of the declared vacancies exceeded the number of the unemployed staying on the registry twice (for December 1 - 23,6 of one thousand unemployed). At the same time the labor market, as before, is oriented to working professions which constitute about 70 percent of vacancies.

Demand for workers is generally created in such types of economic activity as processing industry (11,3 of one thousand vacancies, or 21, of percent from their total number), construction (10,8 of one thousand vacancies, or 20, of percent), agricultural industry, hunting and forestry (7,6 of one thousand vacancies, or percent 14,2), health care and provision of social services (5,2 of one thousand vacancies, or percent 9,7), trade, car repairs, household products and objects of private use (4,6 of one thousand vacancies, or percent 8,6), transport and communication (2,7 of one thousand vacancies, or 5 percent is declared).

The structure of official unemployment in Belarus is characterized by the increasing share of the men staying on the registry (percent 61,4 for December 1, 2014 in comparison with percent 41,2 for December 1, 2013).

Quarter of the unemployed belong to the category of citizens, the least competitive in the labor market, needing additional guarantees of employment, - the disabled people, persons exempted from places of detention, citizens of pre-retirement age and others.

Considerable part of the unemployed staying on the registry is made by categories of the unemployed which employment is complicated, - is long the unemployed (percent 17,5) who does not have profession (7 percent). In the general list of the unemployed of 32,7 of percent constitutes youth at the age of 16-29 years.

The average duration of unemployment decreased to 3,2 of month (in 2013 - 3,4 of month), including women have 3,7, of men - youth 2,9, - 2,5 of month.

The average period of employment constituted 1,4 of month. At the same time the period of employment of women - 1,7 of month, men and young people - 1,3 of month.

Within implementation of actions of the State program of assistance of employment of the population of the Republic of Belarus for 2014 in January-November, 2014:

assistance in employment on the created workplaces and the available vacancies of 148,5 of one thousand people, from them 100 thousand unemployed is rendered (respectively 99 and 93,2 of percent from the expected result);

assistance in the organization of business, craft activity, and also activities for rendering services in the sphere of agroecotourism by provision of subsidies of 1,8 of one thousand unemployed (percent 81,9) is rendered;

training of 8,7 of one thousand citizens (percent 100,6) is organized;

took part in paid social jobs 50,8 of one thousand people (percent 104,1);

on the new residence and works 239 families of the unemployed (116 percent) are moved;

temporary employment of 24,5 of one thousand pupils and students in non-study time (percent 112,6) is provided.

The implementation of actions state and regional programs has a positive impact in the labor market of small and average residential locations and areas with steadily high level of unemployment.

At the same time the labor market of the Republic of Belarus develops under the influence of unfortunate demographic trends: decrease in population, urbanization, deterioration in gender and age proportions and aging of the population.

According to balance of manpower of the republic, in 2013 the number of manpower constituted 5989,1 of one thousand people (decrease in comparison with 2008 on 118,9 of one thousand people, or on percent 1,9).

The employment level of the population remains high - percent 75,9, despite steady tendency to reducing number busy.

Population, occupied in economy, made 4545,6 of one thousand people and was reduced in comparison with 2010 by 120,3 of one thousand people, or by percent 2,6. This tendency is continued also in 2014: for January-October, 2014 the number of busy constituted 4488,8 of one thousand people that is 1,3 percent less, than for the corresponding period of 2013.

In recent years the steady tendency to increase in number of the working persons is observed is more senior than working-age (401,9 of one thousand people in 2013 in comparison with 336,4 of one thousand people in 2011).

The number of the unoccupied population at working-age in 2013 constituted 1443, one thousand people (population percent 25,8 at working-age). At the same time in addition to citizens who do not work for the objective reasons unoccupied persons which are not working for various reasons which are the potential for involvement in economy are among. Among them there are persons which do not have work and is active looking for it, - 212,2 of one thousand people (percent 14,7), persons who are in charge of housekeeping - 123,6 of one thousand people (percent 8,6), persons working abroad - 63,4 of one thousand people (percent 4,4), persons considering that there is no opportunity to find work, and also persons which do not have need or desire to work, - 66,8 of one thousand people (percent 4,6), the unemployed registered in bodies for work, employment and social protection - 23,4 of one thousand people (percent 1,6).

In the conditions of the predicted reduction of labor capacity of the country the importance of providing not only complete, but also cost-efficient employment increases.

In the republic complex upgrade of economy, including economic, providing implementation of modern management systems by the companies and industries, including optimization of number is carried out.

Downward tendencies of number occupied in economy and payroll number of workers (in January-October, 2014 in comparison with the same period of 2013 on percent 1,3 and 2,4 respectively), and also amounts of the vacancies declared by employers are consequence of optimization of number of workers.

At the same time growth of forced part-time employment testifies to availability of excessive number the working and insufficient rates of optimization.

In January-October, 2014 the forced part-time employment constituted 125,7 of one thousand people, or percent 3,9 from payroll number of workers, and increased by percent 49,5 (in January-October, 2013 84,1 of one thousand people, or percent 2,5).

Territorial unevenness of placement of manpower and their low mobility act as major factors of trudoizbytochnost in one regions and staff deficit in others, and also imbalance of vocational structure of the local labor markets.

More than 37 percent of manpower are the share of the central part of the country - Minsk and the Minsk region while their smallest share - in Grodno (percent 10,6) and Mogilev (11 percent) areas. More than two thirds of manpower (percent 82,6) are concentrated in the city area.

Attraction of foreign labor power partially promoted the solution of questions of providing the republic with missing personnel of the organizations. At the same time the main quantity driven to Belarus for work in January-September, 2014 was constituted by citizens of Ukraine (9687 people, or percent 39,8 from total number of driven), China (4007 people, or percent 16,5) and the Russian Federation (3037 people, or percent 12,5).

Everything, according to the Ministry of Internal Affairs, the balance of external labor migration in January-September, 2014 made 19 924 persons.

In the next years decrease in population will continue to have significant effect on forming of labor capacity of the republic. Population forecasts demonstrate preserving this tendency in the long term which will be aggravated with reducing share occupied at young age and increase in average age of occupied population. Decrease in population at working-age can lead to increase of deficit of labor power in the labor market.

At the same time upgrade of production and implementation of resource-saving technologies, increase in labor productivity and reducing excessive employment will allow to provide decrease in demand for labor power. At the same time operational assistance in employment of the workers released as a result of optimization of number, and also the unoccupied population will promote the solution of questions of security with personnel of industries of economy.

The labor market will be replenished at the expense of the persons dismissed for the reasons of staff turnover, released as a result of upgrade of production and optimization of number of the workers having work stoppage long (over a year) of graduates of organizations of education, and also persons which are earlier occupied in household and is long the unemployed.

According to forecast calculations in 2015 in bodies for work, employment and social protection about 180 thousand unemployed will be registered.

It is expected that in 2015 the total quantity of the citizens needing assistance in employment will constitute about 280 thousand people, from them 210 thousand unemployed.

Measures for assistance of employment of the population will be aimed at providing deduction of the level of unemployment in socially admissible limits which are not exceeding percent 1,5.

Chapter 3. Purpose, tasks and indicators of the State program

Main objective of the State program is increase in efficiency of use of labor potential and competitiveness of labor power according to requirements of development of economy.

For achievement of the specified purpose the solution of the following tasks is provided:

stimulation of economic activity of the unoccupied population;

assistance of employment of the released workers in the conditions of restructuring of economy;

decrease in imbalance between the demand and supply of labor power and increase in its competitiveness;

integration into labor activity of the target groups of the population needing social support;

enhancement of mechanisms of regulation of the labor market and information maintenance of activities of public service of employment of the population.

The principle of succession with the similar State program for 2014 is the basis for the State program. The specified purposes and tasks will be approved with the main priorities determined by the Program of social and economic development of the Republic of Belarus for 2011-2015 and provide program and target regulation of realization of state policy in the field of employment of the population.

Tasks and indicators of the State program of assistance of employment of the population of the Republic of Belarus for 2015 are given according to appendix 1.

The result characterizing goal achievement of the State program is preserving level of registered unemployment in percent 1,5 limits.

Chapter 4. Main directions of the State program

In the State program integrated approach concerning measures for market development of work taking into account condition and economy growth prospects of the republic in 2015 is implemented. The main directions are mitigation of the consequences of decrease in inefficient employment, attraction to labor activity of the unoccupied population, and also support of the citizens who temporarily appeared without work.

Influence of unfortunate demographic trends on the republic labor market, needs of industries of economy in staffing attracts need of stimulation of more full employment of able-bodied citizens for labor activity and involvement in labor activity of the unoccupied population.

For the solution of objectives it is necessary to involve state bodies at all levels, other organizations by ensuring interdepartmental interaction and carrying out scheduled maintenance with able-bodied citizens who do not wish to work or are engaged in illegal business.

Issues of activization of labor activity of jobless citizens will be resolved first of all by means of traditional measures of active policy of employment, such as assistance to employment, the organization of self-employment, resettlement of the unemployed and members of their families on the new residence and works, professional training of citizens, the organization of paid social jobs. All these measures have address character, consider specific features, professional level and desires of citizens, and also market situation of work of regions.

Despite rather low and stable level of unemployment in the republic, still special concern is caused by social aspects of unemployment. Among the unoccupied citizens addressing to bodies for work, employment and social protection behind assistance in employment, more than a half are constituted by persons who owing to various reasons are less competitive in the labor market. Among them it is long the unemployed, youth, including aged till 21 year, for the first time looking for work, including female mothers who were not working in connection with child care, the disabled people, persons who do not have professions (specialties), faces which came back from places of detention. Employment of the called categories of the population requires additional measures and strengthening of targeting of the services and social guarantees provided by public service of employment.

For such citizens special events for their adaptation in the labor market, to ensuring preserving motivation to work, stimulation to employment are planned. Integration into labor activity of these categories of citizens will promote extension of the offer of labor power in the labor market.

Besides, for the purpose of creation of additional incentives for the appeal to bodies of employment service of citizens and employers work on enhancement of informing on topical issues of the labor market and employment of the population will be continued.

Maintenance in urgent condition of information system of public service of employment of the population will allow citizens to receive remote assistance in employment, using for these data of All-republican bank of vacancies. In 2013 more than 570 thousand unique visitors, for January-November, 2014 - 1048 thousand used the specified All-republican bank of vacancies.

In the conditions of the predicted reduction of labor capacity of the country priorities in policy of employment, in addition to labor involvement of separate categories of the unoccupied population, are displaced towards increase in efficiency of use of manpower and ensuring cost-efficient employment.
