1. Approve the enclosed Rules of subsidizing of development of production management systems of agricultural products.

To provide to department of economic integration and agrofood markets of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication in mass media.

3. This order becomes effective after ten calendar days from the date of its first official publication.

Rules of subsidizing of development of production management systems of agricultural products

Chapter 1. General provisions

1. These rules of subsidizing of development of production management systems of agricultural products (further - Rules) are developed according to the subitem 41) of Item 1 of article 6 of the Law of the Republic of Kazakhstan "About state regulation of development of agro-industrial complex and the rural territories", the subitem 1) of article 10 of the Law of the Republic "About the state services" (further - the Law on the state services) and determine procedure for subsidizing of development of production management systems of agricultural products, and also procedure for rendering the state service "Subsidizing of Development of Production Management Systems of Agricultural Products" (further - the state service).

2. In these rules the following basic concepts are used:

1) The Government for Citizens State corporation (further - the State corporation) - the legal entity created according to the decision of the Government of the Republic of Kazakhstan for rendering the state services according to the legislation of the Republic of Kazakhstan, the organization of work on reception of applications on rendering the state services and issue of their results to uslugopoluchatel by the principle of "one window", ensuring rendering the state services electronically;

2) service provider - Ministry of Agriculture of the Republic of Kazakhstan;

3) organic products - agricultural products, products of aquaculture and fishery, products from wild-plants and the products of their conversion, including food products made according to requirements of the Law of the Republic of Kazakhstan "About production of organic products";

4) the producer of organic products (further - uslugopoluchatel) - the physical person or legal entity performing activities for development (creation), production of organic products;

5) production of organic products - set of the types of activity corresponding to methods and acceptances, stipulated by the legislation the Republic of Kazakhstan in the field of production of organic products of which organic products are result;

6) the certificate of conformity - the document certifying compliance of objects of technical regulation to the requirements established by technical regulations and (or) documents on standardization;

7) body for confirmation of conformity - the legal entity accredited in accordance with the established procedure for implementation of activities for confirmation of conformity;

8) external lock of "the electronic government" - the lock subsystem of "the electronic government" intended for ensuring interaction of the information systems which are in the single transport circle of state bodies with the information systems which are out of the single transport circle of state bodies.

Chapter 2. Procedure for receipt of subsidies for development of production management systems of agricultural products

3. For issue of subsidies, the service provider creates the permanent commission (further - the Commission).

The commission consists of the chairman and members of the commission. Commission chairman is the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

The structure of the Commission affirms the order of the Minister of Agriculture of the Republic of Kazakhstan, or person fulfilling its duties.

Representatives of the service provider, National chamber of entrepreneurs of the Republic of Kazakhstan and public associations are part of the Commission. Structure of the Commission at least five people.

4. In case of documents acceptance through the State corporation, the uslugopoluchatel submits the following documents:

1) the statement on subsidizing in form according to appendix 1 to these rules.

The list of the main requirements to rendering the state service "Subsidizing of Development of Production Management Systems of Agricultural Products" is stated in annex 2 to these rules;

2) the copy of the certificate of conformity on confirmation of organic products.

In case of factual determination of incompleteness of the submitted documents, and also documents with the expired effective period, the employee of the State corporation refuses reception of an application and issues the notification on refusal in documents acceptance in form according to appendix 3 to these rules.

The accepted documents go to the service provider the employee of the State corporation according to the Rules of activities of The Government for Citizens State corporation approved by the order of the Minister of investments and development of the Republic of Kazakhstan of January 22, 2016 No. 52 (it is registered in the Register of the state registration of regulatory legal acts No. 13248).

In case of the appeal of uslugopoluchatel to the State corporation, day of documents acceptance rendering the state service does not enter in time.
