PRESIDENTIAL DECREE OF THE AZERBAIJAN REPUBLIC

About measures for creation of the Electronic Register of services.

For the purpose of collection in single source of data on services and their systematization, elimination of duplication in rendering services and ensuring mobility of management in this area by creation of new types of service, increase in opportunities of the analysis and forecasting on services, being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic I decide:

1. Create the Electronic Register of services (further - the Electronic Register).

2. To the state services agency to citizens and social innovations in case of the President of the Azerbaijan Republic:

2.1. provide the organization and functioning of the Electronic Register specified regarding 1 this Decree;

2.2. once a year to inform the President of the Azerbaijan Republic on the work done in connection with maintaining the Electronic Register;

2.3. Organize the direction of addresses (offers and claims) connected with the services rendered by the structures provided by part 3 presents of the Decree in the subjects considering addresses on concern and provision of answers to them by means of the Electronic Register;

2.4. Perform assessment of the services included in the Electronic Register, being guided by the following parameters, components "Index of service ASANAS":

2.4.1. informing on service (informing on the documents required for service and service fee, efficiency of answers to appeals to service desk, etc.);

2.4.2. possibilities of the appeal to service (electronic, post, direct);

2.4.3. term of rendering service;

2.4.4. electronization of the information resources used in the organization of service and integration with information systems of other state bodies;

2.4.5. carrying out the training in employees connected with the organization of services;

2.4.6. mechanisms of claims and control;

2.4.7. mechanisms of measurement of satisfaction of citizens;

2.5. Provide placement in the Electronic Register of "Index of service of Asanas" on each service included in the Electronic Register;

2.6. Establish rules of assessment of the state services on "Index of service ASANAS.

3. To the central and local authorities, the legal entities who are in state-owned property and which controlling stake of shares (shares) belongs to the state, the public legal entities created on behalf of the state state-financed organizations of the executive authority in a month for entering into the Electronic Register to provide to the State services agency to citizens and social innovations in case of the President of the Azerbaijan Republic data electronically on the name, the services rendered according to activities and powers, the legal basis, the list of the documents established by the legislation required for rendering services and payment, users of services, terms, form of rendering services and the available electronic information resources used when rendering services and to provide periodic updating of the specified data.

3-1. For the purpose of implementation of informing on the state services from single source and regular updating of information on the state services to provide to the structures provided by part 3 presents of the Decree till October 1, 2016 creation on the official information resources on the Internet of the Section of the state services, placement of transition to information in the Electronic Register on the corresponding state services and implementation of rendering the specified electronic services from this Section.

4. To the Cabinet of Ministers of the Azerbaijan Republic:

4.1. in three-months time to prepare and provide to the President of the Azerbaijan Republic offers on reduction of acts of the President of the Azerbaijan Republic to compliance with this Decree;

4.2. in three-months time to establish based on offers of the State agency on services to citizens and social innovations in case of the President of the Azerbaijan Republic rules of maintaining the Electronic Register;

4.3. in three-months time to provide reduction of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic in compliance with this Decree and to inform on it the President of the Azerbaijan Republic;

4.4. keep under control reduction of regulatory legal acts of the central executive bodies in compliance with this Decree and in five-months time to inform the President of the Azerbaijan Republic on execution of it;

4.5. resolve other issues following from this Decree.

5. To the Ministry of Justice of the Azerbaijan Republic:

5.1. in a month to provide to the State services agency to citizens and social innovations in case of the President of the Azerbaijan Republic data, the stipulated in Item 3 presents of the Decree connected with notarial activities for entering into the Electronic Register and to provide periodic updating of the specified data

5.2. provide reduction of regulatory legal acts and acts of normative nature of the central executive bodies in compliance with this Decree and to inform on it the Cabinet of Ministers of the Azerbaijan Republic.
