3. The direction of citizens on extraordinary delivery of health care is performed by the medical organizations to which citizens were attached during work to retirement and in which medical care after retirement, or the medical organizations chosen by citizens according to parts 1 and 2 of article 21 of the Federal law "About Bases of Protection of Public Health in the Russian Federation" continues to be provided to them.

4. Executive bodies of the government of subjects of the Russian Federation in the sphere of protection of public health (further - authorized bodies) based on the decision of the medical commissions of the medical organizations specified in Item 3 of these rules send citizens with the medical certificate or the relevant medical documents to the federal medical organizations (according to their profile) for the solution of question of extraordinary delivery of health care.

5. The procedure for consideration by the medical commission of the federal medical organization of the medical documents submitted by authorized bodies is established by the Ministry of Health of the Russian Federation.

6. The medical commission of the federal medical organization no later than 14 days from the date of receipt of medical documents of the citizen, and in case of internal consultation of the citizen - no later than 7 days from the date of consultation makes the decision on acceptance of the citizen on treatment in this federal medical organization and sends to the relevant authorized body such decision with indication of date of provision of medical care.

In case of impossibility of rendering necessary medical care to the citizen timely and in full the federal medical organization makes the decision on its direction on extraordinary delivery of health care in other federal medical organization in coordination with administration of this federal medical organization according to the procedure established by the Ministry of Health of the Russian Federation in coordination with the Ministry of science and the higher education of the Russian Federation.

8. Control of extraordinary delivery of health care to citizens is exercised by the Federal Service on supervision in health sector and heads of the medical organizations.
