Questions of activities of the Ministry of information policy of Ukraine

Cabinet of Ministers of Ukraine decides:

1. Form the Ministry of information policy of Ukraine.

2. Approve Regulations on the Ministry of information policy of Ukraine which are applied.

3. Bring in resolutions of the Cabinet of Ministers of Ukraine of April 5, 2014 No. 85 "Some questions of limiting approval of number of workers of the device and territorial authorities of the central executive bodies, other state bodies" (The Official Bulletin of Ukraine, 2014, No. 29, the Art. 814) and of September 10, 2014 No. 442 "About optimization of system of the central executive bodies" (The Official Bulletin of Ukraine, 2014, No. 74, the Art. 2105) changes which are applied.

4. To the ministry of information policy together with Fund of state-owned property to introduce in accordance with the established procedure to the Cabinet of Ministers of Ukraine offers on placement of the Ministry.

Regulations on the Ministry of information policy of Ukraine

1. The ministry of information policy of Ukraine (MIP) is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine.

MIP is principal organ in system of the central executive bodies which provides forming and realizes state policy in spheres of information sovereignty of Ukraine, the state broadcasting to foreign countries and information security.

2. MIP in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation.

3. The main objectives of MIP are:

1) ensuring forming and realization of state policy in spheres of information sovereignty of Ukraine and information security, concerning distribution of socially important information in Ukraine and beyond its limits;

1-1) ensuring forming and realization of state policy in the sphere of the state broadcasting to foreign countries;

1-2) ensuring development in Ukraine systems of the state strategic communications;

2) ensuring implementation of reforms of mass media on distribution of socially important information.

4. MIP according to the tasks assigned to it:

1) generalizes practice of application of the legislation on the questions which are within its competence prepares suggestions for improvement of legal acts, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine and submits in accordance with the established procedure for consideration of the Cabinet of Ministers of Ukraine;

2) develops drafts of the laws and other regulatory legal acts on the questions which are within its competence;

3) approves drafts of the laws, other acts of the legislation which arrive on coordination from other ministries and the central executive bodies, prepares within the powers provided by the law, conclusions and offers to drafts of the laws, other acts of the legislation which move for consideration of the Cabinet of Ministers of Ukraine, and drafts of the laws submitted for consideration of the Verkhovna Rada of Ukraine by other persons of law of the legislative initiative, regulatory legal acts of the Verkhovna Rada of the Autonomous Republic of Crimea;

Prepares 4) within the powers provided by the law, notes and offers to the laws adopted by the Verkhovna Rada of Ukraine which arrived for the signature to the President of Ukraine;

5) is performed by normative legal regulation in the sphere of ensuring information sovereignty of Ukraine, in particular concerning distribution of socially important information in Ukraine and beyond its limits, and also ensuring functioning of the state information resources;

6) participates in forming of the state information policy;

7) takes measures to protection of the rights of citizens to free collection, storage, use and distribution of information, including in temporarily occupied territories and around conducting anti-terrorist operation according to the tasks assigned to it within the law on warlike and emergency state;

8) performs within the powers provided by the law, coordination of activities of executive bodies and interaction with local government bodies on the questions carried to competence MIP;

9) gives methodical and practical help to the press services of executive bodies;

10) gives methodical help to the state and municipal mass media in the course of their reforming;

11) develops actions plans on assistance of independence of mass media, protection of the rights of journalists and consumers of information products;

12) will be organized by carrying out researches of influence of results of activities of mass media on public consciousness;

13) will organize development and deployment of training courses on information policy and develops educational and methodical providing for educational institutions of all levels of accreditation;

14) participates in preparation by the central executive bodies of plans and training programs of specialists in the sphere of information policy, their professional training, retraining and advanced training;

15) develops together with the MFA, Ministry of culture and the Ministry of Education actions plans and program documents concerning positioning of Ukraine in the world;

Develops 16) and submits for consideration of the Cabinet of Ministers of Ukraine program documents in the field of protection of information space of Ukraine against external information impact;

17) promotes observance in Ukraine of freedom of expression;

Accepts 18) together with other central executive bodies of measure for promoting of domestic teleproducts abroad;

Submits 19) for consideration of the Cabinet of Ministers of Ukraine of the offer concerning determination of the mechanism of the state support of activities for production and promoting of domestic audiovisual production;

20) is provided by holding festivals, exhibitions, tenders and other public actions for the questions which are within its competence;

21) is carried out by monitoring of information in domestic and foreign mass media and informs on its results the Cabinet of Ministers of Ukraine;

22) forms specialized advisory councils of MIP;

23) founds the teleradio organizations and participates in their activities, will organize and provides activities of the state teleradio organizations regarding foreign broadcasting for the purpose of distribution of information on Ukraine in the world;

23-1) enables forming and the realization of state policy in the sphere of the state broadcasting to foreign countries, and also promotes integration of subjects of the state broadcasting to foreign countries of Ukraine into world information space and implementation of activities by them according to international standards;
