Declare invalid the order of the Ministry of Education and Science of the Russian Federation of June 13, 2012 No. 483 "About approval of Administrative regulations of provision by the public authorities of subjects of the Russian Federation performing delegated powers of the Russian Federation in the field of education, the state service in the state accreditation of educational institutions" (registration No. 24784) is registered by the Ministry of Justice of the Russian Federation on July 3, 2012.

I. General provisions

1. The administrative regulations of provision by the public authorities of subjects of the Russian Federation performing delegated powers of the Russian Federation in education, the state service in the state accreditation of educational activities (further - Regulations) determine terms and the sequence of ministerial procedures and actions by provision of the specified state service of the subjects of the Russian Federation by public authorities performing delegated powers of the Russian Federation in education (further - authorized body).

Applicants on provision of the state service in the state accreditation of educational activities are the educational organizations, the organizations performing training, and also individual entrepreneurs, except for the individual entrepreneurs performing educational activities directly (further - individual entrepreneurs), performing educational activities in the territory of the subject of the Russian Federation for the main educational programs (except for educational programs of preschool education), except for the organizations specified in Item 7 of part 1 of article 6 of the Federal Law of December 29, 2012 to No. 273-FZ "About education in the Russian Federation" <1> (further together - the organizations).

Requirements to procedure for informing on provision of the state service

3. Provision of the state service in the state accreditation of educational activities is performed by authorized bodies which list is given in appendix No. 1 to these Regulations. Information on the location of the specified authorized bodies, their e-mail addresses, the official sites on the Internet, phones and working schedules is given in appendix No. 1 to these Regulations, and also posted on the official sites of authorized bodies on the Internet.

Informing on provision by authorized body of the state service in the state accreditation of educational activities is performed:

directly in the building of authorized body with use of means of evident information, including information stands and means of informing by means of information and communication technologies;

by means of use of telephone communication;

by means of the official site of authorized body on the Internet (further - the official site of authorized body), the federal state information system "Single Portal of the State and Municipal Services (Functions)" and regional portals of the state and municipal services (functions) (further - portals of the state and municipal services).

Information on provision of the state service (further - information) includes the following urgent information materials:

a) about procedure for receipt of information by the organizations for execution of the state service, data on course of execution of the state service, including with use of portals of the state and municipal services;

c) telephone number for enquiries of authorized body;

d) address of the official site of authorized body;

e) document forms, necessary for provision of the state service, and requirement to their filling and registration;

e) list of the documents necessary for provision of the state service;

g) the text of these Regulations with appendices.

II. Standard of provision of the state service

4. The state accreditation of educational activities (further - the state service).

5. Provision of the state service is performed by authorized body.

By provision of the state service the authorized body has no right to demand from the applicant of implementation of actions the, including coordination necessary for receipt of the state service and connected with the appeal to other state bodies, local government bodies, the organizations, except for receipts of the services included in the list of services which are necessary and obligatory for provision of the state services approved by the Government of the Russian Federation.

Result of provision of the state service

6. Is result of provision of the state service:

a) issue of the certificate (certificates) on the state accreditation and applications (appendices) to it (it) (according to educational programs of the primary general, main general, secondary general education concerning each level of the general education and according to the main professional educational programs concerning each level of professional education by each integrated group of professions and specialties) (further - the certificate on the state accreditation);

b) renewal of the certificate on the state accreditation and (or) applications (appendices) to it;

c) issue of the interim certificate on the state accreditation;

d) issue of the duplicate of the certificate (interim certificate) on the state accreditation with appendix (appendices) to it (further - the duplicate of the certificate on the state accreditation);

e) refusal in the state accreditation of educational activities, in renewal of the certificate on the state accreditation and (or) applications (appendices) to it <1>.

7. The decision on the state accreditation of educational activities (about renewal of the certificate on the state accreditation according to the subitem "b" of Item 78 of the Regulations on the state accreditation of educational activities approved by the order of the Government of the Russian Federation of November 18, 2013 No. 1039 (further - Regulations on the state accreditation of educational activities)), or about refusal in the state accreditation of educational activities (in renewal of the certificate on the state accreditation according to the subitem "b" of Item 78 of the Regulations on the state accreditation of educational activities) is accepted by authorized body in time, not exceeding 105 calendar days from the date of reception of an application about carrying out the state accreditation of educational activities (about renewal of the certificate on the state accreditation) and the documents enclosed to this application to consideration on the merits.

Delivery (direction) of the certificate on the state accreditation (the renewed certificate on the state accreditation) is performed by authorized body within 10 working days from the date of decision making about the state accreditation or renewal of the certificate on the state accreditation according to the subitem "b" of Item 78 of the Regulations on the state accreditation of educational activities.

The decision on renewal of the certificate on the state accreditation according to subitems "a", "v" - "d" Item 78, Items 78.1 and 78.2 of the Regulations on the state accreditation of educational activities is accepted by authorized body in time, not exceeding 10 working days from the date of registration of a statement about renewal of the certificate on the state accreditation.

Delivery (direction) of the renewed certificate on the state accreditation (the renewed appendix(appendices) to the certificate on the state accreditation) is performed by authorized body within 10 working days from the date of decision making about renewal of the certificate on the state accreditation according to subitems "a", "v" - "d" Item 78, Items 78.1 and 78.2 of the Regulations on the state accreditation of educational activities.

The decision on issue of the interim certificate on the state accreditation is made by authorized body in time, not exceeding 10 working days from the date of registration of a statement about issue of the interim certificate on the state accreditation.

Delivery (direction) of the interim certificate on the state accreditation is performed by authorized body within 10 working days from the date of decision making about issue of the interim certificate on the state accreditation.

The decision on issue of the duplicate of the certificate on the state accreditation is made by authorized body in time, not exceeding 10 working days from the date of registration of a statement about issue of the duplicate of the certificate on the state accreditation.

Delivery (direction) of the duplicate of the certificate on the state accreditation and applications (appendices) to it is performed by authorized body within 5 working days from the date of decision making about provision of the duplicate of the certificate on the state accreditation and applications (appendices) to it.

In case, stipulated in Item 20 Regulations on the state accreditation of educational activities, term of acceptance by authorized body of decisions, the specified in paragraphs one, the third, fifth and seventh Item 7 of these Regulations, it is estimated from the date of registration by authorized body of the statement for carrying out the state accreditation of educational activities (about renewal of the certificate on the state accreditation, about issue of the interim certificate on the state accreditation, about issue of the duplicate of the certificate on the state accreditation) and the documents enclosed to this application submitted based on the notification of authorized body on discrepancy of the documents provided by the organization of the statement for provision of the state service and (or) attached to it to requirements, specified in the subitem "e" of Item 45, the subitem "zh" of Item 46, the subitem "v" of Item 47, the subitem "v" of Item 48, the subitem "z" of Item 48.1 or the subitem "g" of Item 49 of these Regulations (further - the notification on discrepancy).
