1. Approve the enclosed Requirements of industrial safety to the device and safe operation of torch systems.

2. To impose control of execution of this order on the Chairman of Committee on the state control of emergency situations and industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan Akhmetov S. B.

3. This order becomes effective from the date of signing.

Requirements of industrial safety to the device and safe operation of torch systems

Chapter 1. General provisions

1. These requirements extend on designing, construction, operation, expansion, reconstruction, modernization, preservation and liquidation of torch systems.

Chapter 2. General requirements

2. The torch system is intended for dumping and the subsequent combustion of combustible gases and vapors in cases:

operations of devices of emergency dumping, safety valves, hydrolocks, manual drain, release of technology blocks from gases and vapors in emergencies automatically or using remotely-controlled shutoff valves and others;

provided by production schedules;

periodic dumpings of gases and vapors in case of start-up, adjustment and stop of technology objects.

3. The structure of torch system is determined by the project documentation and includes: pipelines from installations and objects of manufacturing economy (further - OZH) to the torch pipeline (collector); shutoff and safety valves; torch collector; torch installation; systems of automation and management.

4. Conditions of safe operation of torch system and liquidation of dangerous situation are specified in production schedules, the liquidation plan of accidents (further - PLA).

5. Start-up of torch in work is allowed to be made as a part of at least two contractors in the presence of person of control according to production schedules.

6. Electroreceivers of torch systems (flame control units, ignition devices and control facilities, measurements and automatic equipment) on reliability of electric utility service concern to consumers of the first category.

Chapter 3. Types of dumpings and requirement to them
