1. Approve the enclosed standard rates of costs for creation, development and maintenance of information systems.
2. To department of state policy in the field of information technologies (Eleusizova K. B.) provide:
1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) after its registration official publication in mass media and placement on official Internet resource of the Ministry of Transport and Communications of the Republic of Kazakhstan.
3. To impose control of execution of this order on the vice-Minister of Transport and Communications of the Republic of Kazakhstan Sarsenov S. S.
4. This order becomes effective after ten calendar days after day of the first official publication.

1. These Standard rates of costs for creation, development and maintenance of information systems (further - Standard rates of costs) are developed according to the subitem 23) of article 6 of the Law of the Republic of Kazakhstan of January 11, 2007 "About informatization".
2. Standard rates of costs are used when calculating labor input and cost of works on creation, development and maintenance of application software of information system of state body according to Calculation of labor input and cost of works on creation, development and maintenance of application software of the information system given in appendix 1 to these Standard rates of costs. Standard rates of costs are applied at definition phase of the budget investment project of creation of information system to planning of the budget.
3. In Standard rates of costs the following concepts and reducings are used:
1) information system (further - the IC) - the system based on use of the hardware and software and intended for search, storage, processing, distribution, transfer and provision of information;
2) the actor - any computing entity, external in relation to system, which interacts with system and uses its functionality for achievement of particular purposes or the solution of private tasks;
3) developer - the physical person or legal entity performing works on development (including requirement analysis, designing, acceptance tests) in the course of lifecycle of software;
4) labor input of development of the IC - costs of work, working hours for production of PPO IC measured in man-monthes;
5) the software - set of machine programs, procedures and related documentation and data;
6) quality of software - set of properties of software which cause its suitability to satisfy the set or implied requirements according to its assignment;
7) the appraiser of the IC - the user or users of this technique calculating labor input and the cost of development of application software;
8) development of PPO IC - development of the new modules or components of software product and the corresponding documentation caused by the arisen needs for new additional functionality of the IC;
9) technical requirements to the IC - requirements to development environment, support, operation of the software. Requirements to programming languages, operating systems, testing tools, to databases and the user interface can be technical requirements to system;
10) standard rates of labor input - labor input of realization of functional unit of measurement in man-hours for certain mining process of information system;
11) iterative - designating the repeating action;
12) elasticity - the measure of sensitivity of one variable to change another showing on how many percent will change the first indicator in case of change of the second for 1%;
13) class - the abstract data type in object-oriented programming which is characterized by the properties and methods and realizing behavior like objects including, like objects of data domain;
14) creation of PPO IC - the mining process of PPO including works on requirement analysis, on designing, on programming, on assembly, on testing, on commissioning and on acceptance of the IC;
15) application software (further - PPO) - the software intended for accomplishment of certain user tasks and expected direct interaction with the user;
16) IC lifecycle model - the structure consisting of the processes, works and tasks including development, operation and maintenance of software product, the covering system life from establishment of requirements to it before the termination of its use;
17) the supplier - the physical person performing business activity, the legal entity (except for public institutions if other is not established by the laws of the Republic of Kazakhstan), the temporary consolidation legal entities (consortium) acting as the customer's partner in the agreement on public procurements signed with it;
18) object type - the object of data domain having unique properties of condition and behavior within the developed IC;
19) user requirements - desirable property, the characteristic or behavior of software which are established by users and are obligatory. User requirements it is subdivided into functional user requirements, technical requirements and quality requirements to the IC;
20) the user interface represents set of means and methods by means of which the user interacts with the IC;
21) use option - the external specification of the sequence of actions which the system or other entity can carry out in the course of interaction with actors;
22) maintenance of PPO IC - change (modification) of software product and the corresponding documentation caused by the arisen problems or the needs for upgrade or setup when preserving its integrity;
23) the customer - the organization which acquires or receives application software from the supplier;
24) node - physically existing IC element which can have computing resource or is the technical device;
