About restrictions and conditions of the admission of separate types of the medical products coming from foreign states for the purposes of implementation of purchases for ensuring the state and municipal needs

1. Approve enclosed:

the list of separate types of the medical products coming from foreign states concerning which restrictions of the admission for the purposes of implementation of purchases for ensuring the state and municipal needs (further - the list No. 1) are set;

the list of medical products of single application (use) from the polyvinyl chloride plastics and other plastics, polymers and materials coming from foreign states concerning which restrictions of the admission for the purposes of implementation of purchases for ensuring the state and municipal needs (further - the list No. 2) are set;

indicator of self-produced localization of the medical products included in the list of medical products of single application (use) from the polyvinyl chloride plastics and other plastics, polymers and materials coming from foreign states concerning which restrictions of the admission for the purposes of implementation of purchases for ensuring the state and municipal needs are set (further - indicator of self-produced localization of medical products).

2. Determine what for the purposes of implementation of purchases of separate types of the medical products included in the list No. 1 or the list No. 2, the customer rejects all requests containing offers on delivery of separate types of the specified medical products coming from foreign states (except for state members of the Eurasian Economic Union) provided that at least 2 applications conforming to the requirements established in the notice on implementation of purchase, documentation on purchase (if the Federal Law "About Contractual System in the field of Purchases of Goods, Works, Services for Ensuring the State and Municipal Needs" provides documentation on purchase), which at the same time are submitted for participation in determination of the supplier:

a) for the requests containing offers on delivery of separate types of the medical products included in the list No. 1:

contain offers on delivery of the specified medical products which country of source are only state members of the Eurasian Economic Union;

do not contain offers on delivery of the same type of medical product of one producer or the producers entering one group of persons corresponding to signs, the stipulated in Article 9 Federal Laws "About Protection of the Competition" by comparison of these requests;

b) for the requests containing offers on delivery of medical products of single application (use) from polyvinyl chloride plastics and other plastics, polymers and materials, included in the list No. 2:

contain offers on delivery of the specified medical products which country of source are only state members of the Eurasian Economic Union;

do not contain offers on delivery of the same type of medical product of one producer or the producers entering one group of persons corresponding to signs, the stipulated in Article 9 Federal Laws "About Protection of the Competition" by comparison of these requests;

contain offers on delivery of the specified medical products which percentage cost portion of used dressing materials (raw materials) of foreign origin in the price of end products corresponds to the self-produced localization of medical products specified in indicator;

contain offers on delivery of the specified medical products on which production there is document confirming self-produced compliance to requirements of GOST ISO 13485-2017 "The interstate standard. Products medical. Quality management system. Requirements for the purposes of regulation".

2(1). If the request which contains the offer on delivery of the medical products included in the list No. 1 or the list No. 2 and coming from foreign states (except for state members of the Eurasian Economic Union) is not rejected according to the restrictions set by this resolution, the admission conditions for the purposes of implementation of purchases of the goods coming from foreign state or group of foreign states established by the federal executive body performing functions on development of state policy and normative legal regulation in the field of implementation of purchases of goods, works, services for ensuring the state and municipal needs are applied.
