I. General provisions

Subject of regulation of regulations

1. The administrative regulations of provision by Federal Service for Financial Monitoring of the state service in accounting of the organizations performing transactions with money or other property and individual entrepreneurs in whose field of activity there are no supervisory authorities (further - Administrative regulations) are developed for the purpose of improvement of quality of execution and availability of results of provision by Federal Service for Financial Monitoring of the state service in accounting of the organizations performing transactions with money or other property and individual entrepreneurs in whose field of activity there are no supervisory authorities (further - the state service).

The administrative regulations regulate provision of the state service and determine procedure, terms and the sequence of ministerial procedures (actions) for registration and removal from accounting in territorial authorities of Rosfinmonitoring of the organizations performing transactions with money or other property and individual entrepreneurs in whose field of activity there are no supervisory authorities (further - the organizations and individual entrepreneurs), according to Regulations on registration in Federal Service for Financial Monitoring of the organizations performing transactions with money or other property and individual entrepreneurs in which field of activity there are no supervisory authorities, the approved order of the Government of the Russian Federation of January 27, 2014 No. 58 (The Russian Federation Code, 2014, No. 5, of the Art. 509, No. 26 (p. Circle of applicants

2. By provision of the state service by applicants the following organizations and individual entrepreneurs are:

1) leasing companies;

2) operators on acceptance of payments;

3) the organizations rendering intermediary services when implementing transactions of purchase and sale of real estate;

4) the individual entrepreneurs rendering intermediary services when implementing transactions of purchase and sale of real estate;

5) the commercial organizations signing contracts of financing under concession of monetary claim as financial agents.

3. The head of permanent executive body of the organization performing transactions with money or other property or other physical person having the right without power of attorney to act on behalf of this organization, and also the physical person acting on behalf of the called organization based on the power of attorney can act as the applicant by provision of the state service of the organization performing transactions with money or other property.

The physical person registered as the individual entrepreneur and also the physical person acting on behalf of the individual entrepreneur based on the power of attorney can act as the applicant by provision of the state service to the individual entrepreneur by the applicant.

Requirements to procedure for informing on provision of the state service

4. Data on the location, the contact telephone numbers, e-mail addresses, the schedule (mode) of work of Rosfinmonitoring and its territorial authorities providing the state service and also on procedure for provision of the state service are provided by Rosfinmonitoring and its territorial authorities in oral form, in writing on papers or electronically.

Informing on provision of the state service is performed with use of means of telephone and mail service, by electronic informing by means of placement in information and telecommunication networks public (on the official site of Rosfinmonitoring on the Internet to the address www.fedsfm.ru (further - the official site), in the federal state information system "Single Portal of the State and Municipal Services (Functions)" to the address www.gosuslugi.ru (further - the Single portal), by means of placement of information at information stands in the places intended for acquaintance of applicants with information.

5. Data on the location, the contact telephone numbers, e-mail addresses of Rosfinmonitoring and its territorial authorities providing the state service are posted on the official site, and also given in appendix No. 1 to these Administrative regulations.

6. The staff of territorial authorities of Rosfinmonitoring participating in provision of the state service performs direct acceptance of applicants, and also the documents necessary for provision of the state service according to the following schedule:

If necessary according to the decision of the head of territorial authority of Rosfinmonitoring duration of time of acceptance can be increased.

Acceptance of applicants is not performed in holidays and reduced by one hour in the holiday working days.

7. The entrance to premises of territorial authority of Rosfinmonitoring is equipped with the information plate (sign) containing information on full name of territorial authority of Rosfinmonitoring performing provision of the state service.

8. The officials responsible for provision of the state service shall:

3) correctly and to show consideration for applicants, not to degrade their honor and advantage, and also in polite form to inform applicants on the substance of requests, on procedure for provision of the state service; about the list of the documents necessary for registration of the organization or the individual entrepreneur; about the list of the documents necessary for removal from accounting of the organization or the individual entrepreneur; about time of receiving and delivery of documents; about terms of registration and removal from accounting of the organization or individual entrepreneur; about the procedure for appeal of actions (failure to act) and decisions performed (accepted) during provision of the state service and also to provide in limits to the competence other information interesting applicants according to these Administrative regulations;

4) to follow rules of business ethics in case of the response to phone calls, oral and written addresses of applicants, being guided by the general principles of office behavior of government employees approved by the Presidential decree of the Russian Federation of August 12, 2002 No. 885 "About approval of the general principles of office behavior of government employees" (The Russian Federation Code, 2002, No. 33, Art. 3196; 2007, No. 13, Art. 1531; 2009, No. 29, Art. 3658).

9. In case of the request for receipt of explanations on the questions connected with statement of the organization or the individual entrepreneur on accounting or removal of the organization or the individual entrepreneur from accounting in writing on paper or electronically the answer to such address goes in time, not exceeding 30 days from the moment of registration of the address.

If in the written address are not specified surname of the citizen who sent the appeal, or the postal address to which the answer shall be directed the answer to the address it is not given.
