About approval of technique of carrying out testing and approbations of selection achievements in the field of livestock production

According to the subitem 7) article 13 of the Law of the Republic of Kazakhstan of July 9, 1998 "About breeding livestock production" PRIKAZYVAYU:

1. Approve the enclosed technique of carrying out testing and approbations of selection achievements in the field of livestock production.

2. To provide to department of production and conversion of animal production of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication.

3. To impose control of execution of this order on the Responsible secretary of the Ministry of Agriculture of the Republic of Kazakhstan (Evniyev A. K.).

4. This order becomes effective after ten calendar days after day of their first official publication.

Technique of carrying out testing and approbations of selection achievements in the field of livestock production

1. General provisions

1. This Technique of carrying out testing and approbations of selection achievements in the field of livestock production (further - the Technique) is developed according to Item 2 of article 10 of the Law of the Republic of Kazakhstan of July 13, 1999 "About protection of selection achievements" and the subitem 7) of article 13 of the Law of the Republic of Kazakhstan of July 9, 1998 "About breeding livestock production" and determines methods of carrying out testing and approbations of selection achievements in the field of livestock production.

2. In this Technique the following basic concepts are used:

1) patentability - compliance of framed breeds, intra pedigree (zone) and factory types, factory lines, families of animals, crosses of bird to criteria of novelty, distinguishability, uniformity and stability;

2) testing - assessment of degree of expressiveness of expected selection achievement on compliance to the main selected signs and the minimum structural units;

3) approbation - check of expected new selection achievement on patentability compliance.

3. Testing and approbation of breed are carried out State commission on testing and approbation of breeds of the Ministry of Agriculture of the Republic of Kazakhstan (further - the Commission) according to the subitem 22) of article 13 of the Law of the Republic of Kazakhstan of July 9, 1998 "About breeding livestock production".

4. Results of work on testing and approbation of selection achievement in livestock production are drawn up by the conclusion which affirms the Commission chairman.

5. The conclusion on approbation of selection achievement in livestock production is submitted in triplicate.

2. Carrying out testing of farm animals and fur animals

6. When carrying out testing of cattle (Bos primigenius Bojanus) for assessment of degree of expressiveness of signs of the estimated breed on patentability select at least 50 cow calves and 50 bull-calves at the age of 6 months, 50 heifers (5-6-month stylishness) and 20 bulls at the age of 24 months. Selection for approbation of animals is made by method of random check mainly from the young bulls which did not pass assessment on quality of posterity.

Breed of cattle is recognized homogeneous and stable if the quantity of atypical animals on qualitative characters makes no more than 6% (in case of selection on testing of 50 heads), 3 and 2% (respectively 100 and 200 heads), and on quantitative signs - if the coefficient of variation of the estimated breed does not exceed coefficient of variation of the compared well-known breed in time 1,4. Distinguishability is determined by specificity of the selected quantitative signs exceeding with mathematically reliable difference of the compared peers (contemporaries) and explicit distinctions in qualitative characters.

Accounting of cattle is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) cattle according to appendix 1 to this Technique, applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of cattle according to appendix 2 to this Technique.

7. When carrying out testing of sheep (Ovis L) for assessment of degree of expressiveness of signs of the estimated breed on testing select by method of random check at least 100 uterus and 30 manufacturing rams, 100 it is bright also 100 cowslip.

Breed of sheep is recognized homogeneous and stable if the quantity of atypical individuals on qualitative characters makes no more than 5% of the researched livestock, and on quantitative signs coefficients of variation do not exceed those at the existing well-known breeds in time 1,6.

Accounting of sheep is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) sheep according to appendix 3 to this Technique applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of sheep according to appendix 4 to this Technique.

8. When carrying out testing of goats (Capra aegagrus Erxleben) for assessment of degree of expressiveness of the estimated breed on testing select by method of random check at least 10 manufacturing goats, 40 goats aged of 2,5 of year and is more senior, 60 goats and 60 nanny-goats at the age of 12-18 months.

Breed of goats is recognized homogeneous and stable if the quantity of atypical animals on qualitative characters makes no more than 9% of the researched livestock, and on quantitative signs - the coefficient of variation of the estimated breed does not exceed coefficient of variation of the compared well-known breed in time 1,6.

Accounting of goats is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) goats according to appendix 5 to this Technique, being guided by the instructions specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of goats according to appendix 6 to this Technique.

9. When carrying out testing of pigs (Sus scrofa L) for assessment of degree of expressiveness of signs of the estimated breed on patentability select at least 50 uterus and 20 male pigs of factory fatness are aged more senior than 36 months, and also 400 heads of young growth of one cycle of reproduction in case of achievement of live weight of 100 kg which is selected by method of random check.

Breed of pigs is recognized homogeneous and stable if the quantity of atypical animals on qualitative characters makes no more than 4% of the researched livestock, and on quantitative signs coefficients of variation of the estimated breed are not exceeded by variation coefficient at the compared well-known breed more than in time 1,6.

Accounting of pigs is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) pigs according to appendix 7 to this Technique applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of pigs according to appendix 8 to this Technique.

10. When carrying out testing of horses (Eguus Caballus L) for assessment of degree of expressiveness of signs of the estimated breed on patentability select 10 swell dowels and 10 zherebchik of 2,5 of years, 20 mares and 5 stallions are more senior than 5 years which are selected by method of random check.

Breed of horses is recognized homogeneous and stable if the quantity of atypical animals on qualitative characters makes no more than 5% of the researched livestock, and on quantitative signs - the coefficient of variation of the estimated breed does not exceed coefficient of variation of the compared well-known breed more than in time 1,5.

Accounting of horses is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) horses according to appendix 9 to this Technique, applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of goats according to appendix 10 to this Technique.

11. When carrying out testing of camels (Camelus) for assessment of degree of expressiveness of signs of the estimated breed on patentability select 8 females and 8 males of 2,5 of years, 15 verblyudomatok and 3 producers at the age of 5 years by the selected method of random check if in the Section "Explanations and Methods" other is not specified.

Accounting of camels is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) camels according to appendix 11 to this Technique, applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of camels according to appendix 12 to this Technique.

12. When carrying out testing of geese (Anser anser L.) for assessment of degree of expressiveness of signs of the estimated breed on patentability select 30 males and 30 females at daily age, 30 males and 30 females at 9 weeks age, 15 ganders and 45 gooses at 52 weeks age and are more senior, and also 50 eggs which are selected by method of random check.

Breed of geese is recognized homogeneous and stable if the quantity of atypical animals on qualitative characters makes no more than 10% of the researched livestock, and on quantitative signs - the coefficient of variation of the estimated breed does not exceed coefficient of variation of the compared well-known breed more than in time 1,6.

Accounting of geese is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) geese according to appendix 13 to this Technique, applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of geese according to appendix 14 to this Technique.

13. When carrying out testing of ducks (Anas platyrhynchos L.) for assessment of degree of expressiveness of signs of the estimated breed on patentability select 50 drakes and 50 ducks at daily age, 50 drakes and 50 ducks of young growth at 7 weeks age, 20 drakes, 80 ducks are not younger than 52 weeks age and 100 eggs which are selected by method of random check.

Breed of ducks is recognized homogeneous and stable if the quantity of atypical animals on qualitative characters makes no more than 10% of the researched livestock, and on quantitative signs - the coefficient of variation of the estimated breed does not exceed coefficient of variation of similar well-known breed in time 1,6.

Accounting of ducks is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) ducks according to appendix 15 to this Technique, applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of ducks according to appendix 16 to this Technique.

14. When carrying out testing of hens (Gallus gallus L.) for assessment of degree of expressiveness of signs of the estimated breed on patentability select 100 eggs, 50 cockerels and 50 chickens of daily chickens, 50 cockerels and 50 chickens in 5 week age of meat hens and at the age of bonitation of egg hens, 15 roosters and 100 hens are not younger than 52 weeks age.

Breed of hens is recognized homogeneous and stable if the quantity of atypical animals on qualitative characters makes no more than 10% of the researched livestock, and on quantitative signs - the coefficient of variation of the estimated breed does not exceed coefficient of variation of the compared breed in time 1,6.

Accounting of hens is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) hens according to appendix 17 to this Technique, applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of hens according to appendix 18 to this Technique.

15. When carrying out testing of turkeys (Mellegris gallopavo) for assessment of degree of expressiveness of signs of the estimated breed on patentability select by method of random check at least 50 males and 50 females at daily age, 30 males and 30 females at 16 weeks age, 20 males and 50 females are not younger than 50 weeks age and at least 50 eggs.

Breed of turkeys is recognized homogeneous and stable if the quantity of atypical birds on qualitative characters makes no more than 10% of the researched livestock, and on quantitative signs - the coefficient of variation of the estimated breed does not exceed coefficient of variation of the compared well-known breed in time 1,6.

Accounting of turkeys is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) turkeys according to appendix 19 to this Technique, applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of turkeys according to appendix 20 to this Technique.

16. When carrying out testing of guinea fowl (Numida meleagris L.) for assessment of degree of expressiveness of signs of the estimated breed on patentability select 50 tsesary and 50 guinea fowls at daily age, 50 tsesary and 50 guinea fowls at 10 weeks age, 20 tsesary and 50 guinea fowls at 52 weeks age, and also 50 eggs which are selected by method of random check.

Breed of guinea fowl is recognized homogeneous and stable if the quantity of atypical animals on qualitative characters makes no more than 10% of the researched livestock, and on quantitative signs - the coefficient of variation of the estimated breed does not exceed coefficient of variation of the compared well-known breed more than in time 1,6.

Accounting of guinea fowl is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) guinea fowls according to appendix 21 to this Technique, applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of guinea fowl according to appendix 22 to this Techniques.

17. When carrying out testing of polar foxes (Alopex lagopus L.) for assessment of degree of expressiveness of signs of the estimated breed on patentability select young growth at the age of 6-7 months, received for one cycle of reproduction at least 50 males and 50 females selected by method of random check.

Breed of polar foxes recognize homogeneous and stable if the quantity of atypical animals on qualitative characters makes no more than 5% of the researched livestock, and on quantitative signs - the coefficient of variation of the estimated breed does not exceed coefficient of variation of the compared well-known breed in time 1,5. If coloring of animals is caused by dominant gene, in case of assessment of distinguishability the ratio of animals with different coloring is established, and uniformity assessment on the basis of coloring is not carried out.

If coloring of the declared breed is caused by the unknown earlier mutation or combination of genes, the applicant represents the materials confirming breed genotype.

Accounting of polar foxes is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) polar foxes according to appendix 23 to this Technique, applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of polar foxes according to appendix 24 to this Technique.

18. When carrying out testing of sables (Martes zibellina L) for assessment of degree of expressiveness of signs of the estimated breed on patentability select young growth at the age of 6-7 months, received for one cycle of reproduction it is, at least, than at 50 males and 50 females selected by method of random check.

Breed of sables is recognized homogeneous and stable if the quantity of atypical animals on qualitative characters makes no more than 5% of the researched livestock, and on quantitative signs - the coefficient of variation of the estimated breed does not exceed coefficient of variation of the compared well-known breed in time 1,5.

19. When carrying out testing of domestic dog (Canis Familiaris L.) for assessment of degree of expressiveness of signs of the estimated breed on patentability select 40 dogs and the 40th bough at the age of 12-14 months, at 10 dogs and the 30th bough at the age of 36-40 months which are selected by method of random check.

Breed of domestic dog is recognized homogeneous and stable if the quantity of atypical animals on qualitative characters makes no more than 5% of the researched livestock, and on quantitative signs - the coefficient of variation of the estimated breed does not exceed coefficient of variation of the compared well-known breed more than in time 1,5

Accounting of domestic dog is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) domestic dog according to appendix 27 to this Technique, applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of domestic dog according to appendix 28 to this Technique.

20. When carrying out testing of honey bee (Apis mellifera L.) for assessment of degree of expressiveness of signs of the estimated breed on patentability select 100 bees on 10 bees from one queen, 10 even-aged virgin uterus, 20 drones received for one cycle of reproduction and 10 fetal uterus selected by method of random check.

23. When carrying out testing of marals (Cervus elaphus sibiricus Severtzov) for assessment of degree of expressiveness of signs of the estimated breed on patentability select 35 sayk and 35 sayushka at the age of 18 months, 35 pervorozhok in - 24 months, 35 maralushka in - 2 years 6 months, 35 maralukh in - 3 years 6 months and 20 manufacturing marals at the age of 5 years and are more senior.

Accounting of maral is carried out on tested and similar well-known to breeds (on the tested type, the line and initial strain) according to the table of signs for ispytuyemy and well-known similar to breeds (on the tested type, the line and initial strain) marals according to appendix 35 to this Technique, applying the methods specified in the Table of indexes (explanations and methods) for management when testing (approbation) of assessment of degree of expressiveness of signs of marals according to appendix 36 to this Technique.

3. Carrying out approbations of farm animals and fur animals

24. The basis for carrying out approbation on creation of the protected selection achievement is availability of quantitative and high-quality structure of number of the animals having community of origin and similar on the exteriors and the constitution, nature and level of productivity and other indicators which with firmness are transferred to posterity, meeting the requirements of the plan of creation of selection achievement.

25. When carrying out approbation protected categories selection achievement in livestock production the quantitative and qualitative indexes shown to the protected categories of selection achievement in livestock production according to appendix 37 to this Technique are applied.

26. When carrying out approbation of the selection achievements represented to testing in livestock production the minimum availability of structural units by types of farm animals according to appendix 38 to this Technique is required.

4. Final provisions

27. In case of compliance of selection achievement in livestock production to patentability conditions the Commission draws up the conclusion about positive result of examination of new selection achievement in livestock production on patentability in form according to appendix 39 to this Technique.

28. If when conducting examination it is determined that the provided new selection achievement in livestock production does not answer patentability conditions, the Commission draws up the conclusion about negative result of examination of new selection achievement in livestock production on patentability in form according to appendix 40 to this Technique.
