About the Concept of foreign policy of the Republic of Tajikistan

According to article 69 of the Constitution of the Republic of Tajikistan I decide:

1. Approve the Concept of foreign policy of the Republic of Tajikistan it (is applied).

2. To the government of the Republic of Tajikistan to take measures for implementation of the Concept of foreign policy of the Republic of Tajikistan.

3. To public authorities of the Republic of Tajikistan in the activities to be guided by provisions of the Concept of foreign policy of the Republic of Tajikistan.

4. To provide to the Ministry of Foreign Affairs of the Republic of Tajikistan coordination and control of activities of public authorities for realization of provisions of the Concept of foreign policy of the Republic of Tajikistan.

5. Declare invalid the Presidential decree of the Republic of Tajikistan of September 24, 2002, No. 900.

Concept of foreign policy of the Republic of Tajikistan

1. General provisions

1.1. The concept of foreign policy of the Republic of Tajikistan (further - the Concept) is the political document determining and regulating the basic principles, the purposes and tasks and the priority directions of foreign policy of the Republic of Tajikistan taking into account long-term national interests of the country.

1.2. Need of development and adoption of this Concept is caused by specification of the purposes, tasks and the directions of foreign policy of the Republic of Tajikistan in the changing conditions of socio-political and cultural and economic life of the state and forming of new geopolitical image of the world and region in the second decade of the 21st century. The concept provides development and realization of the foreign policy helping compliance of development of the country with the amplifying integration processes, regionalization and globalization, giving new acceptable opportunities for prevention and the neutralization of potential hazards and challenges providing necessary conditions for consecutive upholding of national interests on the basis of objectivity and balance.

1.3. The legal basis of the Concept is constituted by the Constitution of the Republic of Tajikistan, the laws and regulatory legal acts regulating activities of state bodies of the country in the sphere of foreign policy, the conventional principles and rules of international law and the international agreements of the Republic of Tajikistan.

1.4. The Republic of Tajikistan, confirming the commitment to rules of international law, performs the foreign policy on the basis of the following principles:

- equality recognition, respect of sovereignty and territorial integrity of the states, immunity of borders, nonuse of force and threats of force in the international relations, commitment to peaceful settlement of disputes and conflicts, non-interference to internal affairs of each other;

- respect of the rights and fundamental human freedoms;

- accomplishment of the obligations following from international law;

- respect for the principles of supremacy of international law in the interstate relations;

- deideologization of the interstate relations, establishment and development of equal and mutually advantageous communications with all countries of the world community;

- unacceptance in the international practice of any forms of violation of the rights.

1.5. The concept reflects national interests of the Republic of Tajikistan in the sphere of foreign policy which at present stage and in the foreseeable future consist from:

- protection and strengthenings of the state sovereignty of Tajikistan and ensuring its national security;

- forming of belt of safety and neighborliness on country borders;

- expansions of the relations of trust, friendship and cooperation with all countries of the world on the basis of mutual accounting of interests;
