About approval of the Regulations on the organization of rendering specialized, including high-technology, medical care

(as amended of the Order of the Ministry of Health of the Russian Federation of 27.08.2015 No. 598n)

According to part 5 of article 32 of the Federal Law of November 21, 2011 No. 323-FZ "About bases of protection of public health in the Russian Federation" (The Russian Federation Code, 2011, 48, of the Art. 6724) I order to No.:

1. Approve the enclosed Regulations on the organization of rendering specialized, including high-technology, medical care.

2. Declare invalid the order of the Ministry of Health and Social Development of the Russian Federation of April 16, 2010 No. 243n "About the organization of rendering specialized medical care" (registration No. 17175) is registered by the Ministry of Justice of the Russian Federation on May 12, 2010.

Regulations on the organization of rendering specialized, including high-technology, medical care

1. This Provision establishes rules of the organization of rendering specialized, including high-technology, medical care in the medical organizations and other organizations performing medical activities in the territory of the Russian Federation (further - the medical organizations).

2. Specialized, including high-technology, medical care is provided in the medical organizations state, municipal (in case of transfer of subjects of the Russian Federation by public authorities in the sphere of health protection of powers on the organization of rendering specialized medical care to local government bodies) and private the health care systems having the license for the medical activities obtained according to the procedure, established by the legislation of the Russian Federation.

3. The high-technology medical care which is part of specialized medical care includes application of new difficult and (or) unique methods of treatment, and also resource-intensive methods of treatment with scientifically proved efficiency, including the cellular technologies, the robotic equipment, information technologies and methods of genetic engineering developed on the basis of achievements of medical science and allied industries of science and technology <1>.

4. The organization of rendering high-technology medical care is performed using specialized information system according to the procedure, No. 323-FZ established by the Ministry of Health of the Russian Federation according to part 8 of article 34 of the Federal Law of November 21, 2011 "About bases of protection of public health in the Russian Federation" (The Russian Federation Code, 2011, No. 48, the Art. 6724).

5. The procedure for the direction of patients in the medical organizations subordinated to federal executive bodies (further - the federal medical organization), for rendering specialized (except for high-technology) medical care is established by appendix to this Provision.

The direction of the citizens having the right to the government public assistance in type of set of social services, for rendering specialized (except for high-technology) medical care in the federal medical organizations, is performed according to the order of the Ministry of Health and Social Development of the Russian Federation of October 5, 2005 No. 617 "About the Procedure for the direction of citizens executive bodies of subjects of the Russian Federation in health sector to the place of treatment in the presence of medical indications" (registration No. 7115) is registered by the Ministry of Justice of the Russian Federation on October 27, 2005,".

6. Specialized, including high-technology, medical care will be organized and appears according to the procedures for delivery of health care obligatory for execution in the territory of the Russian Federation by all medical organizations, and also on the basis of standards of medical care.

7. Specialized, including high-technology, medical care is provided in the following conditions:

in day hospital (in the conditions which are providing medical observation and treatment in the afternoon, but not requiring the round-the-clock medical observation and treatment);

stationary (in the conditions providing the round-the-clock medical observation and treatment).

8. Under the organization of rendering specialized, including high-technology, medical care accounting and reporting medical documentation is kept.

9. Medical indications for rendering specialized, including high-technology, medical care in stationary conditions are:

a) availability or suspicion on availability at the patient of the disease and (or) condition requiring rendering specialized, including high-technology, medical care in the emergency or urgent form for the purpose of diagnostics and treatment;

b) availability or suspicion on availability at the patient of the disease and (or) condition requiring rendering specialized, including high-technology, medical care in planned form for the purpose of prevention, diagnostics, treatment, rehabilitation;

c) availability or suspicion on availability at the patient of the disease and (or) condition posing threat of life and to health of people around (isolation of the patient, including according to epidemic indications);

d) risk of development of complications when carrying out to the patient of the medical interventions connected with diagnostics and treatment;

e) lack of possibility of rendering specialized, including high-technology, medical care in the conditions of day hospital in connection with age of the patient (children, aged citizens) and disability of 1 group.

10. Medical indications for rendering specialized, including high-technology, medical care in the conditions of day hospital are availability or suspicion on availability at the patient of the disease and (or) condition requiring rendering specialized, including high-technology, medical care in planned form for the purpose of prevention, diagnostics, treatment, rehabilitation.

11. Determination of availability of one or several medical indications for rendering specialized medical care (except for high-technology) in planned form in stationary conditions or in the conditions of day hospital, provided by the subitem "b" of Item 9 and Item 10 of this provision, is performed by the attending physician.
