The Ministry of Culture of the Republic of Belarus and the Ministry of Culture of the Republic of Latvia which are hereinafter referred to as by the Parties
based on the mutual aspiration to strengthen mutual understanding, to expand and deepen equal cooperation,
being sure that the cooperation in the field of culture is designed to promote development of friendship and mutual understanding between the people,
agreed as follows:
The parties shall create favorable conditions for cooperation in the field of culture and art.
The parties on the basis of bilateral projects will help the organization of tours and performances of theater, musical and performing companies, exchange of art exhibitions and museum pieces, holding festivals, tenders, conferences, seminars and other actions in the field of professional art and folk art.
The parties will help direct cooperation on the basis of direct contracts between theaters, the concert organizations, organizations of protection of objects of historical and cultural heritage, libraries, clubs, the scientific and methodical centers, educational institutions, cultural institutions and art.
The parties will promote development of interconnection between the creative unions, and also cultural figures and arts.
The parties will cooperate in area of art education, advanced training of workers and specialists in the field of culture and art, exchange of scientific and methodical information, training of teachers and students.
The parties will invite cultural figures and arts, scientists and specialists of other party for participation in the congresses, conferences, festivals and other actions of both internal, and international nature organized in the territory of both countries.
The parties will take measures for the prevention of illegal import and export of cultural values from the territory of the Republic of Belarus and the territory of the Republic of Latvia, including exchange of information and experience in this sphere.
The parties guarantee availability of meetings of the collections and other cultural values forming museum and library funds, being under their authority.
The parties will support cooperation of the cinema organizations and figures of cinema of two countries, including exchange, purchase of movies and video production, participation in festivals, exchange of promotional materials, magazines and other publications in this area.
The parties will promote exchange of information for television, radio, the press for the purpose of extended coverage of their cultural life, historical links of both people, results of cooperation in the field of culture and art.
The parties will communicate about scientific research in the field of culture and art, to actively use various forms of scientific exchange and cooperation.
The parties within the competence will create favorable conditions for preserving and development of national originality, culture of the Belarusians living in the territory of Latvia and the Latvians living in the territory of Belarus.
The parties will cooperate in questions of development of material and technical resources in the field of culture, to exchange new technologies.
Supply of equipment and technical means for cultural institutions and art will be performed on the basis of separately signed agreements.
The parties will cooperate among themselves, and also will cooperate jointly with relevant international organizations on protection of intellectual property, in particular on copyright protection.
For the purpose of implementation of provisions of this agreement of the Party will develop plans of cooperation in the field of culture and art.
The parties agreed that based on this agreement and the plan of cooperation in the field of culture and art, and also for the purpose of their realization, cultural exchange between the Parties will be performed with the following provisions:
a) in case of exchange of on-stage performance groups, delegations and certain representatives:
the sending party pays expenses for journey of collectives, delegations and certain representatives, transportation of production baggage in both parties;
the host party pays placement, food and provides transport in the territory of the host party according to the program of stay;
b) in case of exchange of exhibitions from museum funds and exhibitions of the modern art of condition, terms, nature and the place of exhibiting will make a reservation the Parties in addition routinely.
Cultural exchange between the Parties can be also performed on commercial basis.
This agreement becomes effective from the moment of its signing.
The agreement is signed for a period of three years and will be prolonged automatically the next three years if any of the Parties does not declare the intention to stop its action by the notification in writing in six months prior to the termination of the next term.
By mutual consent of the parties changes and additions which are drawn up in writing which will be its integral part can be made to this agreement.
It is made in the city of Minsk on April 18, 2002 in duplicate, everyone in the Belarusian, Latvian and Russian languages, and all texts are equally authoritative. In case of disagreements in interpretation of provisions of this agreement the text in Russian has advantage.
