According to the subitem 17) of article 7 of the Law of the Republic of Kazakhstan of July 3, 2014 "About physical culture and sport", I ORDER:
1. Approve the Technique of standard rates of food and pharmacological providing athletes, including military personnel of all categories and the staff of law enforcement and special state bodies, during educational and training process and sporting events according to appendix 1 to this order.
2. Recognize invalid some orders of authorized body in the field of physical culture and sport according to appendix 2 to this order.
3. To committee on cases of sport and physical culture of the Ministry of Culture and sport of the Republic of Kazakhstan in the procedure established by the legislation:
1) to provide this order on state registration to the Ministry of Justice of the Republic of Kazakhstan;
2) after state registration in the Ministry of Justice of the Republic of Kazakhstan to provide official publication of this order in periodic printing editions and in information system of law of Ad_let.
4. To impose control of execution of this order on the vice-Minister for Culture and Sports of the Republic of Kazakhstan Esentayev T. K.
5. This order becomes effective after ten calendar days after day of its first official publication.

Appendix 1
to the Order of the Minister for Culture and Sports of the Republic of Kazakhstan of November 22, 2014 No. 107
1. This Technique of standard rates of food and pharmacological providing athletes, including, the military personnel of all categories and the staff of law enforcement and special state bodies during educational and training process and sporting events (further - the Technique) is developed according to the Law of the Republic of Kazakhstan of July 3, 2014 "About physical culture and sport".
2. The technique is developed for the purpose of development of standard rates of food and pharmacological providing athletes, including, the military personnel of all categories and the staff of law enforcement and special state bodies on different types of sport based on the physiological needs for power supply and food ingredients taking into account specific activities of athletes.
3. In this Technique the following concepts are used:
1) types of single combats - sports where the obligatory physical contact between two competing is provided, by certain rules;
2) high-speed strength sports - sports where the competition comes down to comparison of high-speed and power qualities of athletes;
3) team and game sports - sports where the competition between the teams consisting of two and more athletes by certain rules is held;
4) coordination sports - sports which are caused by permanent complication of motive coordination of the athlete;
5) food allowance - set and amount of the food products consumed during each meal, energy costs of the athlete, necessary for recovery;
6) daily calculation of calories - the calculation of necessary number of kilocalories in days created of food;
7) cyclic sports - sports where cycling repeating of movements of the athlete for movement of own body in space is carried out.
4. In case of development of standard rates of food are considered:
1) content of macrocells and microelements of necessary substances shall be according to physiological requirements of organism of the athlete;
2) consumption of the main feedstuffs (proteins, fats, carbohydrates) shall be, both within physiologically necessary ratios among themselves, and in the physiological sizes providing energy demand of organism of the athlete;
3) content of minor and orthomolecular complexes, biologically active agents with nutritive support shall correspond to the trophic status of organism of the athlete;
4) compliance of energy value of food allowance of the athlete to energy costs of its organism;
5) physiologically necessary amount of animal protein, carbohydrates, physiological proportions unsaturated and polyunsaturated fatty acids, optimum quantity of vitamin and mineral elements are provided in food allowance.
5. According to different sports specialization and qualification of the athlete, distribution of regulations of food of the athlete is carried out on the following groups of sports:
1) high-speed strength sports;
2) types of single combats;
3) team and game sports;
4) cyclic sports;
5) coordination sports.
6. Standard rates of food are based on daily calculation of calories of the athlete according to their optimum power supply, chemical composition of set of food allowance and regulations of interchangeability of one products others.
6-1. The sports organizations financed from the government budget establish regulations of food of the athletes participating on educational and training processes and sporting events according to appendix 1 to this Technique.
7. Pharmacological providing the athlete on sports is created based on physiological requirements of organism of the athlete.
8. Pharmacological providing the athlete is performed in year cycle, covering all stages of its sports activities:
1) special stage - stage of enhancement of special tactical and technical skills of the athlete;
2) preparatory stage - stage of forming functional and sportswear of the athlete;
3) precompetitive stage - stage of check of readiness of the athlete in the conditions of confidants to competitions;
4) competitive stage - stage of participation in sporting event;
5) basic stage - stage of enhancement of the main skills of the athlete;
6) recovery stage - stage of passing of recovery and improving complex actions.
9. Pharmacological providing considers the level of physical health and functional readiness of the athlete.
10. Pharmacological providing includes application of pharmacological means of the registered in the territory of the Republic of Kazakhstan, orthomolecular complexes and dietary supplements of sports orientation of the resources of organism of the athlete allowing to increase working capacity, and promoting bystry recovery after physical activity.
11. In case of creation of pharmacological providing are considered:
1) statistical data of the sports organizations about incidence and the athlete's injury rate during sporting events in prior year;
2) need of the athlete for medicines, orthomolecular complexes and dietary supplements at the rate on year;
3) term of holding sporting events;
4) data on the state of health of the athlete by results of the last profound physical examination.
12. According to sports specialization and qualification of the athlete, regulation of pharmacological providing the athlete are distributed according to sports:
1) high-speed strength sports;
2) types of single combats;
3) team and game sports;
4) cyclic sports;
5) coordination sports.
12-1. The sports organizations financed from the government budget establish expense rates on pharmacological means on rendering fast emergency aid, recovery means, vitamin and proteinaceous and glucosic medicines, dietary supplements of the sports direction and chemical reagents for the athletes participating on educational and training processes and sporting events according to appendix 2 to this Technique.
12-2. The sports organizations financed from the government budget are provided according to the list of pharmacological means on rendering emergency aid by the ambulance to the athletes participating on educational and training processes and sporting events (the medicinal form) through the health workers involved on sporting events, provided by appendix 3 to this Technique.
13. For the purpose of establishment of standard rates of food and pharmacological providing in the sports organizations additional health workers and complex scientific groups are attracted.
