About measures for execution of the Law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2015"

In pursuance of the Law of the Republic of Tajikistan of November 24, 2014, No. 1132 "About the Government budget of the Republic of Tajikistan for 2015", Resolutions of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan of November 19, 2014, No. 1673 "About adoption of law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2015" and indicators of the Government budget of the Republic of Tajikistan for 2016-2017, and also for the purpose of mobilization in the income of the Government budget of resources, ensuring effective use of budgetary funds, assistance to sustainable development of national economy, the Government of the Republic of Tajikistan decides:

1. To the ministries and departments, chairmen of the Gorno-Badakhshan Autonomous Region, areas, city of Dushanbe, cities and areas, companies, organizations and other organizations:

- develop the actions plan for ensuring timely execution of the Law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2015" and Resolutions of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan "About adoption of law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2015" and to provide its accomplishment at the scheduled time;

- for the purpose of ensuring control of number of the workers occupied in state-financed organizations and expenses on their content, monthly to represent to the Ministry of Finance of the Republic of Tajikistan data on the actual number of workers and availability of vacant established posts on categories of positions in central offices of the ministries and departments and in organizations subordinated to them;

- to make purchase of the goods, works and services performed at the expense of public funds with provision of the protocol of the tender commission;

- provide on financing to the Ministry of Finance of the Republic of Tajikistan the lists of the objects which are subject to construction at the expense of means of the Government budget in 2015 approved with the Ministry of Economic Development and Trade of the Republic of Tajikistan including on special means;

- provide effective and target use of the budgetary funds including selected for capital construction and to monthly submit the report on the executed amounts of works in the Ministry of Economic Development and Trade of the Republic of Tajikistan and in the Ministry of Finance of the Republic of Tajikistan;

- take necessary measures for salary payment to the staff of state-financed organizations and organizations by means of electronic cards through Government savings bank of the Republic of Tajikistan Amonatbank;

- in 2015 to perform revenues to the special settlement account of additional financial provisions for financing of construction of important state objects according to part 2 of article 20 of the Law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2015".

2. Approve standard rates on shower financings of educational institutions for 2015 according to appendix 1 both special city and district coefficients of financing of educational institutions according to appendix 2.

3. To the Ministry of Finance of the Republic of Tajikistan:

- together with the ministries, departments, state-financed organizations and local executive bodies of the government to take measures for accomplishment of revenues of the Government budget and to provide use of budgetary funds according to the Law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2015". To make financing of the actions provided in the Government budget within actually arrived income, providing first-priority financing of the salary, payments for social insurance, pensions, grants, benefits;

- in case of need, for the purpose of timely and high-quality budget implementation to make changes to quarterly income distribution and expenses, and also to Articles of expense budgets of state-financed organizations within the approved annual budget for 2015. In the presence of economy according to expenditure items and absence of debt according to them, in accordance with the established procedure to make corresponding changes to financing of expenditure items;

- in connection with production scope change (works and services), price level and structural changes, and also the taxable basis following from the regulatory legal acts adopted by state bodies in accordance with the established procedure to make mutual calculations between the republican budget and local budgets and to make changes between profitable and account parts of levels of the relevant budgets;

- in case of failure to carry out or overfulfillment of special means of budgetary institutions from the approved amount of the Government budget to make corresponding changes to their profit and loss budgets and respectively to profitable and account parts of the Government budget of the Republic of Tajikistan;

- in case of cash gap of execution of financing of the Government budget, the expenses provided by the budget for the ministries, departments, organizations and the organizations having special means to perform at the expense of their special means;
