The government of the Russian Federation decides:

1. Approve enclosed:

 Rules of evaluating the actual impact of regulatory legal acts;

changes which are made to acts of the Government of the Russian Federation.

2. Make to the Ministry of Economic Development of the Russian Federation explanations about application of the Rules approved by this resolution.

3. To the Ministry of Economic Development of the Russian Federation to approve:

a) till October 1, 2015:

technique of assessment of standard costs of the subjects of business and other economic activity arising in connection with execution of requirements of regulation;

technique of carrying out public (public) consultations (discussions);

b) till January 1, 2016:

form of the draft of the plan of carrying out by federal executive body of assessment of the actual impact of regulatory legal acts;

report form about assessment of the actual impact of regulatory legal act;

form of the conclusion about assessment of the actual impact of regulatory legal act;

technique of assessment of the actual impact of regulatory legal acts.

4. The realization of this resolution is enabled within the number of workers of federal executive bodies, and also budgetary appropriations provided to federal executive bodies in the federal budget on management and management in the sphere of the established functions established by the Government of the limiting Russian Federation.

5. Assessment of the actual impact of regulatory legal acts according to Items 18 - 21 Rules approved by this resolution is performed till July 1, 2017 by the Ministry of Economic Development of the Russian Federation.

6. Declare invalid the order of the Government of the Russian Federation of July 29, 2011 No. 633 "About examination of regulatory legal acts of federal executive bodies for the purpose of identification in them of the provisions which are unreasonably complicating maintaining business and investing activities and on introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2011, No. 32, the Art. 4834).

7. The paragraph two of Item 1 and Item 6 of this resolution become effective since January 1, 2016.

The changes approved by this resolution become effective since July 1, 2015, except for:

paragraphs of the fourteenth and forty fifth subitem "b" of Item of 9 changes approved by this resolution which become effective since October 1, 2015;

the subitem "an" of Item 1, paragraphs two - the fifth subitem "b" of Item 1, the subitem "an" of Item 2, Items 3 and 4 and the subitem "b" of Item of 5 changes approved by this resolution which become effective since January 1, 2016.

Rules of evaluating the actual impact of regulatory legal acts

I. General provisions

1. These rules establish procedure for evaluating the actual impact of the regulatory legal acts regulating legal relationship in the sphere of business and other economic activity (further - regulatory legal acts), procedure and the bases of recognition invalid or review of the regulatory legal acts of the Government of the Russian Federation, federal executive bodies of State Atomic Energy Corporation "Rosatom", State corporation establishing mandatory requirements on space activities Roskosmos (further - authorized organization, authorized organizations), their provisions.

2. Assessment of the actual impact of regulatory legal acts is carried out:

a) concerning the regulatory legal acts containing mandatory requirements in case of decision making about need of evaluating the actual impact according to the evaluation procedure of application of the mandatory requirements containing in regulatory legal acts, preparation, consideration of the report on goal achievement of introduction of mandatory requirements and decision making about prolongation of effective period of the regulatory legal act establishing mandatory requirements, or about evaluating the actual impact of the regulatory legal act establishing mandatory requirements, approved according to part 1 of article 12 of the Federal law "About Mandatory Requirements in the Russian Federation" (further - evaluation procedure of application of mandatory requirements);

b) concerning other regulatory legal acts according to the decision of the President of the Russian Federation, the Government of the Russian Federation, Government Commission on Administrative Reform (further - the Commission) or its subcommittees, including concerning regulatory legal acts concerning which projects assessment of the regulating impact according to the procedure was carried out, established by the Government of the Russian Federation.
