About approval of the Temporary method of calculation of amount of the transfers provided to local budgets from the republican budget for implementation of the separate delegated state powers

1. Approve the Temporary method of calculation of amount of the transfers provided to local budgets from the republican budget for implementation of the separate delegated state powers according to appendix 1.

2. To the Ministry of Finance of the Kyrgyz Republic annually, since 2015 to provide the financial resources necessary for implementation of the delegated state powers in the republican budget.

3. To local government bodies to enlist and consider in structure of the income and expenses of the local budget the individual clause the financial resources transferred from the republican budget for implementation of the delegated state powers.

4. To state bodies of the executive authority of the Kyrgyz Republic in case of delegation of the powers to local government bodies to be guided by the list specified in appendix 2.

5. To impose control of execution of this resolution on departments of organizational and inspection work and local self-government, finance and credit policy of Government office of the Kyrgyz Republic.

6. This resolution becomes effective after 10 days from the date of official publication.

Appendix 1

Temporary method of calculation of amount of the transfers provided to local budgets from the republican budget for implementation of the separate delegated state powers

1. Determination of amounts of transfers

1. The amount of transfers on execution of the powers of state bodies delegated to local government bodies is calculated on groups of local budgets of local government bodies of ayylny aimags, cities of district and regional value.

2. The amount of transfers to local government bodies for implementation of the delegated state powers is determined by formula:

MZ - material costs on one specialist performing the delegated state powers which include: traveling expenses, expenses on the communication services, office supplies expected on actual costs of previous period or last years, according to the last, available data planning period on groups of local budgets;

H - the actual number of the specialists performing the delegated state powers.

4. Transfers for implementation of the separate delegated state powers go from the republican budget to settlement treasurer accounts of local government bodies.
