Based on article 46 of the Law No. 489-XIV of July 8, 1999 on the state system of social insurance (The official monitor of the Republic of Moldova, 2000, Art. No. 1-4, 2), with subsequent changes and amendments, DECIDES: the Government

1. Approve Regulations on the organization and functioning of National cash desk of social insurance according to appendix No. 1.

2. Recognize invalid some orders of the Government according to appendix No. 2.

Regulations on the organization and functioning of National cash desk of social insurance

Chapter I. General provisions

1. The national cash desk of social insurance (further - National cash desk) is the central administrative authority subordinated to the Government performing management and management of the state system of social insurance.

2. The national cash desk has the status of the legal entity, has seal with the image of the State Emblem of the Republic of Moldova and the name, and also bank and treasurer accounts.

3. The national cash desk is responsible before the Government and performs the activities according to provisions of the Constitution of the Republic of Moldova, the laws and resolutions of Parliament, presidential decrees of the Republic of Moldova, resolutions, ordinances and orders of the Government, other regulations, international treaties which party the Republic of Moldova is, and also the this provision provisions.

4. The organizational structure and extreme number of personnel of National cash desk affirm the Government.

5. The national cash desk consists of central office, with the location in municipium of Chisinau, and forms territorial cash desks of social insurance (further – territorial cash desks) which have no status of the legal entity, depending on number or from structure of insured persons and complexity of work at the territorial level.

6. The national cash desk directs and manages assets which are state-owned property and consist of personal and real estate, according to the law.

Chapter II. Mission, main functions, main powers and common laws

7. The mission of National cash desk consists in ensuring functioning of the steady service of social insurance necessary for society which within means of annually approved budget of the national social insurance guarantees social protection of participants within means of the state system of social insurance.

8. The main functions of National cash desk are:

1) coordinating and ensuring accomplishment the politician, strategy and programs in social insurance at the national and territorial levels by cooperation with representatives of the central and local authorities of public management, civil society, and also mass media;

2) providing beneficiaries with the public services in the field of the national social insurance based on transparency, legality and efficiency.

3) management and order of budget funds of the national social insurance;

4) development and representation to the Ministry of Health, work and social protection of offers on state policy in the field of social insurance, and also on enhancement of the legislative and regulatory base of the state system of social insurance;

5) the organization, management and regulation of procedure for functioning of the state system of social insurance according to the current legislation of the Republic of Moldova and international treaties which party the Republic of Moldova is;

6) the publication of orders of normative nature, provisions, instructions, rules, resolutions, decisions, orders and other similar acts according to the law and in pursuance of law provisions;

7) ensuring management, support and protection of the automated information systems and systems of accounting of information, databases of payers of fees of social insurance, physical persons and receivers of social benefits, development and implementation of new information technologies;

8) provision of services in the field of social insurance to citizens and economic agents according to the current legislation;

9) application the politician and the strategy of the Ministry of Health, work and social protection concerning pensions and other benefits of social insurance and providing the beneficiaries with the public services based on transparency, legality and efficiency.

9. The main powers of National cash desk are:

in organizational area:

1) the offer to the Ministry of Health, work and social protection of measures for regulation of some aspects in the field of the competences;

2) establishment of the directions of development of National cash desk, development of strategic documents in sphere of activity;

3) development of internal regulations of National cash desk, establishment of organizational structure of internal divisions and approval of regulations on their organization and functioning;

4) studying of the international practice in the field of social insurance for the purpose of enhancement of the national legal system in the field and its reductions in compliance with international standards;

5) participation, together with the relevant managements of the Ministry of Health, work and social protection, in development and promotion of drafts of the regulations relating to field of activity;

6) initiation and participation in project development, studying and analysis in field of activity;

7) organization of system of internal managerial supervision and auditor activities;

8) ensuring representation and protection of interests of National cash desk and territorial cash desks in degrees of jurisdiction in processes in which they are involved;

9) organization of activities for financial accounting of accomplishment of the budget of the national social insurance;

10) administration and management of public property, being in management, according to the principles of effective board;

11) promotion and implementation of effective management of human resources by designing and the organization of functions/positions in structural divisions, enrollment, selection and professional integration of personnel, implementation of process of assessment of professional achievements and process of motivation of personnel of National cash desk;
