1. Primary data about direct investments are provided in the Bank of Russia in form of federal statistical observation 1-PI "Data on remaining balance and flows of direct investments to the Russian Federation from abroad and direct investments from the Russian Federation abroad" (further - form 1-PI) according to appendix 1 to this Instruction. The procedure for creation of form 1-PI is stated in annex 2 to this Instruction.

2. The form 1-PI is provided by legal entities of all forms of business, the direct investments which are object of direct investments from abroad or performing abroad included by the Bank of Russia in the list of respondents. The list of respondents is annually created by the Bank of Russia and posted on the official site of the Bank of Russia on the Internet prior to the beginning of accounting year.

3. Respondents provide form 1-PI in territorial office of the Bank of Russia in the subject of the Russian Federation in the place of state registration of the respondent in the form of the electronic message with the digital signature by means of the Internet or on paper. Provision of form 1-PI on paper is followed by its electronic submission on removable machine data carriers (CD/the DVD disks, flash-stores). Information provided in electronic form shall be identical to information on paper.

4. The form 1-PI is provided in the Bank of Russia no later than the 15th day of the second month following reporting quarter.

Date of provision of form 1-PI in the form of the electronic message with the digital signature is date of departure to the respondent of confirmation about authenticity of the electronic message provided in the Bank of Russia.

Date of provision of form 1-PI on paper is date of acceptance of form 1-PI on paper expedition of territorial office of the Bank of Russia.

In cases when the last day of term of provision of form 1-PI falls on the day recognized in accordance with the legislation of the Russian Federation in the output and (or) non-working holiday in the afternoon of the termination of term of provision of form 1-PI the next working day following it is considered.

The data of the Section 4 of appendix 1 to this Instruction created under Russian accounting standards are provided on annual basis along with provision of form 1-PI for the first quarter of accounting year.

The data of the Section 4 of appendix 1 to this Instruction created under the International Financial Reporting Standards (IAS) or the American accounting standards (US GAAP) are provided on annual basis along with provision of form 1-PI for the second quarter of accounting year.

5. If after provision of form 1-PI by the respondent the facts of provision of doubtful primary data about direct investments for the previous accounting periods are found, the respondent shall provide repeatedly the form 1-PI containing the corrected measure values no later than the next working day after identification of the fact of their unauthenticity, for all accounting periods in which provision of doubtful primary data about direct investments took place.

6. This Instruction is subject to official publication in "the Bulletin of the Bank of Russia" and according to the solution of the Board of directors of the Bank of Russia (the minutes of the Board of directors of the Bank of Russia of December 23, 2014 No. 47) become effective since February 1, 2015.
