About role of Inter-parliamentary Assembly of the State Parties of the CIS in development of interregional state cooperation - members of the CIS

Having heard the Chairman of the board of Inter-parliamentary Assembly of the State Parties of the CIS V. I. Matviyenko, Council of heads of states of the Commonwealth of Independent States solved:

1. Approve Information on role of Inter-parliamentary Assembly of the State Parties of the CIS in development of interregional state cooperation - members of the CIS it (is applied).

2. Support the initiative of holding the Forum of regions of the State Parties of the CIS in 2016.

3. To render the governments of the State Parties of the CIS, Executive committee of the CIS and other interested bodies of the CIS assistance in preparation and holding the Forum.

Information on role of Inter-parliamentary Assembly of the State Parties of the CIS in development of interregional state cooperation - members of the CIS

The interregional cooperation at the level of administrative-territorial educations became the important feature of the modern interstate relations of the State Parties of the CIS promoting strengthening and development of historically developed bonds, increase in mutual goods turnover. Use of its potential is one of the most effective factors promoting exit to real integration and playing important role in creation of the total market of goods, the capitals, services and labor power.

Interregional state cooperation - members of the CIS is integral part of economic interaction in the Commonwealth which is performed with different degree of intensity and is determined by policy of each state, and also possibility of satisfaction of mutual needs of regions.

The main tool of the organization of interregional cooperation on space of the CIS at the bilateral level are the intergovernmental commissions created practically in all states which coordinate mutual cooperation in complex: from study of questions in the field of industry cooperation, production cooperation, creation of coproductions, trade and economic cooperation and boundary questions to the conclusion of the relevant agreements on the specified directions and observation of the course of their accomplishment.

The intergovernmental commissions become the organizing and coordinating interregional cooperation permanent bodies of the states having the complex structure including the commissions, committees, subcommittees and subcommittees on the specific directions of interaction. For example, the intergovernmental commission on cooperation between the Russian Federation and the Republic of Kazakhstan has 7 subcommittees.

Participate in the bilateral agreements regulating interregional cooperation 7 (from 74) regions of the Azerbaijan Republic, 10 (from 11) - the Republic of Armenia, all regions of the Republic of Belarus, 16 (from 17) - the Republic of Kazakhstan, all regions of the Kyrgyz Republic, 12 (from 33) - the Republic of Moldova, 4 (from 13) - the Republic of Tajikistan, 5 (from 6) - Turkmenistan, all regions of the Republic of Uzbekistan.

Practically all regions of the Russian Federation participate in interregional cooperation.

About 40 subjects of the Russian Federation signed agreements on trade and economic, scientific and technical and cultural cooperation with the Azerbaijan Republic. With Azerbaijan the companies, the companies and firms more than 70 Russian regions exporting more than 1000 names of the commodity nomenclature are involved in foreign trade activity.

Direct trade and economic relations with Belarus are maintained by 80 Russian subjects. Most actively Moscow and St. Petersburg, the Moscow, Smolensk, Bryansk, Yaroslavl, Vologda, Leningrad, Murmansk, Pskov, Sverdlovsk, Chelyabinsk, Kemerovo regions, the Republic of Tatarstan and the Republic of Bashkortostan develop the external economic cooperation with Belarus. The representations in the Republic of Belarus have five Russian regions (Krasnodar Krai, the Republic of Dagestan, the Republic of Ingushetia, the Nizhny Novgorod Region, Moscow). Besides, in Belarus representative office of Interregional association of economic interaction of subjects of the Russian Federation "Siberian agreement" combining 19 regions of the Siberian and Ural federal districts is effective.

The analysis of interregional bonds between the Russian Federation and the Republic of Armenia shows that now with Armenia commercial intercourses of 70 Russian regions support, 40 of them have bilateral agreements about cooperation with the republic or with specific areas.

Special relevance to expansion and deepening of interregional cooperation between Russia and Kazakhstan is given by frontier extent - more 7,5 of one thousand km. The most developed direct production connections with the Kazakhstan side are established at the companies of oil and gas complex of Kurgan, Omsk, Orenburg and Tyumen regions; the active cooperation in the field of metallurgy is performed by Altai Krai, the Astrakhan, Volgograd, Kurgan, Novosibirsk, Omsk, Orenburg and Tyumen regions. 76 subjects of the Russian Federation have commercial ties with all 14 Kazakhstan areas, and also with the cities of Astana and Alma-Ata.

The increasing development is gained by such form of interaction of regions as the bilateral forums providing permanent dialogue on wide range of problems.
