About approval of the Regulations on procedure for selection, use and withdrawal of resource of numbering and introduction of amendments to the resolution of Council of Ministers of the Republic of Belarus of March 17, 2004 No. 302

1. Approve the enclosed Regulations on procedure for selection, use and withdrawal of resource of numbering.
2. Enter to the Regulations on the Ministry of Communications and Informatization of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of March 17, 2004 No. 302 "About approval of the Regulations on the Ministry of Communications and Informatization of the Republic of Belarus and modification of some orders of the Government of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2004, No. 54, 5/14018; 2006, No. 143, 5/22788; National legal Internet portal of the Republic of Belarus, 01.12. 2012, 5/36554), following changes:
to state subitem 5.21 of Item 5 in the following edition:
"5.21. performs in accordance with the established procedure selection to legal entities, individual entrepreneurs of resource of numbering of single network of telecommunication of the Republic of Belarus, its withdrawal at legal entities and individual entrepreneurs, the Internet will organize work on distribution and use of address space of national network segment;";
to exclude subitem 8.4 of Item 8.
3. This resolution becomes effective since January 9, 2015.

1. In This Provision developed according to article 16 of the Law of the Republic of Belarus of July 19, 2005 "About telecommunication" (The national register of legal acts of the Republic of Belarus, 2005, No. 122, 2/1142), is established procedure for selection to legal entities and individual entrepreneurs of resource of numbering of single network of telecommunication of the Republic of Belarus (further - numbering resource), its uses and withdrawal at legal entities.
2. For the purposes of this provision terms and their determinations in the values established in the Law of the Republic of Belarus "About telecommunication" are used.
3. Selection and withdrawal of resource of numbering is performed by the Ministry of Communications and Informatization (further - the Ministry of Communications) according to the procedure, established in this Provision, and according to the system and the plan of numbering of network of telecommunication public approved by Council of Ministers of the Republic of Belarus.
4. The Ministry of Communications selects to legal entities and individual entrepreneurs only available resource of numbering.
5. For selection of resource of numbering the state fee according to the procedure and the sizes established by the legislation is collected.
6. The Ministry of Communications creates and keeps the database of resource of numbering. The Ministry of Communications has the right to authorize the organization which is logging in the Ministry of Communications on maintaining the database of resource of numbering.
The database of resource of numbering shall contain data:
about the selected numbering resource;
about legal entities and individual entrepreneurs on whom the decision on selection, withdrawal or approval of transfer of resource of numbering is made;
about decision date about selection, withdrawal or approvals of transfer of resource of numbering.
7. For selection of resource of numbering the legal entity or the individual entrepreneur submits to the Ministry of Communications the application for selection of resource of numbering (further – the statement) in writing in which are specified:
the name, the location of the legal entity – for the legal entity;
surname, own name, middle name (if that is available), the residence, data of the identity document, – for the individual entrepreneur;
amount of required resource of numbering;
the territory in which it is planned to use required resource of numbering;
the name of service which rendering is supposed with use of required resource of numbering, development perspectives;
license number, provided to the legal entity or the individual entrepreneur, in case of rendering services on required resource of numbering which require license availability.
The legal entity or individual entrepreneur requesting resource of numbering of the reduced three-digit numbers in addition specify in the statement type of network of telecommunication (stationary telecommunication or cellular mobile telecommunication) in which it is necessary to select three-digit number.
The legal entity requesting codes of all-channel signaling number seven (signal codes) * in addition specifies the following data:
the list of networks of telecommunication with which interaction will be performed;
type and reservoir of the switching equipment, brand of the vendor of the equipment.

8. The application is directed electronically with use of the official site of the Ministry of Communications in global computer network the Internet or on paper.
In case of the direction of the statement electronically the applicant attaches the scanned image of the documents attached to it.
9. The Ministry of Communications refuses adoption of the statement in the cases established by the Law of the Republic of Belarus of October 28, 2008 "About bases of ministerial procedures" (The national register of legal acts of the Republic of Belarus, 2008, No. 264, 2/1530).
10. According to taken cognizance statement and documents of the Ministry of Communications attached to it checks:
availability of technical capability of selection of resource of numbering according to the declared scheme of creation of network of telecommunication;
