About measures for implementation of the Presidential decree of the Republic of Belarus of December 2, 2013 No. 531

For the purpose of implementation of the Presidential decree of the Republic of Belarus of December 2, 2013 "About some questions of informatization" the Council of Ministers of the Republic of Belarus DECIDES: No. 531

1. No. 280 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 21.04.2023

2. Make additions and changes to the following resolutions of Council of Ministers of the Republic of Belarus:

2.1. in Regulations on the State committee on science and technologies of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of March 15, 2004 No. 282 "About the State committee on science and technologies of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2004, No. 53, 5/13978; 2006, No. 132, 5/22767; National legal Internet portal of the Republic of Belarus, 30.01.2013, 5/36835):

"5.1. develops with participation of republican state bodies of the concept and development program of communication (telecommunications), schemes of communication networks (telecommunications), takes according to the legislation measures for providing with the financial and material resources necessary for work, provided in these concepts and programs, with the direction on their accomplishment of budgetary funds and attraction of financial resources of the interested legal entities and physical persons, foreign investors, and also exercises control over the implementation of these concepts and programs;";

add Item with subitems 5.1-1-5.1-8 of the following content:

"5.1-1. will organize development of strategy and concepts in the sphere of informatization, and also state programs of informatization, coordinates activities of state bodies and organizations for forming of industry and regional programs of informatization;

5.1-2. determines in coordination with the special advisor to the president of the Republic of Belarus - the chief of the head ideological department of Administration of the President of the Republic of Belarus the list of actions in the sphere of informatization;

5.1-3. approves in coordination with the special advisor to the president of the Republic of Belarus - the chief of the head ideological department of Administration of the President of the Republic of Belarus Regulations on the single organizer of procedures of public procurements in spheres of informatization, information and communication technologies and telecommunications;

5.1-4. develops and introduces in accordance with the established procedure in Council of Ministers of the Republic of Belarus offers:

about enhancement of legal and organizational and economic mechanisms of stimulation of development of the sphere of informatization and creation of information society;

about legal and economic regulation of the relations in spheres of information and communication technologies and telecommunications, and also about measures of the state support when implementing developments in these spheres;

about accountability of persons guilty of failure to carry out of the actions included in the state, industry and regional programs of informatization;

5.1-5. adopts in accordance with the established procedure technical regulatory legal acts in spheres of informatization, information and communication technologies and telecommunications;

5.1-6. participates in acceptance of results of works on the actions included in the state, industry and regional programs of informatization;

5.1-7. approves competitive documents when carrying out public procurements of goods (works, services) for implementation of actions included in the state, industry and regional programs of informatization developed by state bodies and the organizations;

5.1-8. determines form and procedure for maintaining the register of actions in the sphere of informatization;";

state subitem 5.4-1 in the following edition:

"5.4-1. coordinates activities for forming of information resources and information systems, use and provision of documentary information from the state information systems by means of rendering to the organizations and citizens of the state electronic services, performs state registration of information resources;";
