Declare invalid the order of the Ministry of Education and Science of the Russian Federation of June 13, 2012 No. 482 "About approval of Administrative regulations of provision by the public authorities of subjects of the Russian Federation performing delegated powers of the Russian Federation in the field of education, the state service in confirmation of documents of the state sample on education about academic degrees and academic statuses" (registration No. 25141) in the part concerning confirmation of documents of the state sample on education is registered by the Ministry of Justice of the Russian Federation on August 8, 2012.

The administrative regulations of provision by the public authorities of subjects of the Russian Federation performing delegated powers of the Russian Federation in education, the state service in confirmation of education documents and (or) about qualification (further - Regulations) determine terms and the sequence of ministerial procedures and actions by provision of the specified state service of the subjects of the Russian Federation by public authorities performing delegated powers of the Russian Federation in education (further - authorized body).

Applicants on provision of the state service in confirmation of education documents and (or) about qualification are owners of documents, either their legal representatives or authorized by owners of documents or their legal representatives of person, who are acting on the basis of the powers of attorney which are drawn up in accordance with the established procedure (further - the applicant).

3. Provision of the state service in confirmation of education documents and (or) about qualification is performed by authorized bodies which list is given in appendix No. 1 to these Regulations. Information on the location of the specified authorized bodies, their addresses e-mail, the official sites on the Internet, phones and working schedules is given in appendix No. 1 to these Regulations, and also posted on the official sites of authorized bodies on the Internet.

4. Informing on provision by authorized body of the state service in confirmation of education documents and (or) on qualification is performed:

directly in the building of authorized body with use of means of evident information, including information stands and means of informing with use of information and communication technologies;

by means of use of telephone communication;

by means of information and telecommunication networks public, including Internet network, including the federal state information system "Single Portal of the State and Municipal Services (Functions)", regional portals of the state and municipal services (further - portals of the state and municipal services).

8. Confirmation of education documents and (or) about qualification, issued by the Russian organizations performing educational activities, and also issued in RSFSR and the Russian Federation of documents established in the Russian Federation or the USSR of the state sample about education and (or) about qualification (further - education documents and (or) about qualification) or refusal in confirmation of education documents and (or) about qualification is result of provision of the state service.

Term of provision of the state service

9. The term of provision of the state service cannot exceed 5 working days from the date of registration of the statement by authorized body if other is not provided by these Regulations.

In case of need receipts of information the term of provision of the state service can be extended by authorized body and cannot exceed 45 working days from the date of registration of the statement by it. The specified term includes time necessary for authorized body for the direction of requests.

In case of prolongation of term of provision of the state service according to the paragraph the second this Item the authorized body notifies on it the applicant within one working day from the date of decision making about prolongation of term of provision of the state service.
