Rules of reference of the territories to the territories, adverse for production of agricultural products

1. These rules of reference of the territories to the territories, adverse for production of agricultural products (further - Rules) establish procedure and criteria of reference of the territory of the subject of the Russian Federation or the territories of subjects of the Russian Federation to the territories, adverse for production of agricultural products, in which owing to condition of the soil, climatic conditions, and also than socio-economic factors the level of the income of agricultural producers is lower, than on average on agricultural industry.

2. Criterion of reference of the territories to the territories, adverse for production of agricultural products, on the basis of condition of soils of agricultural holdings is their compliance to one or several of the following characteristics:

a) sandy soils (content of sandy fraction - more than 85 percent, and also content of physical clay - less than 10 percent);

b) tyazheloglinisty soils (content of physical clay - more than 80 percent);

c) saline soils (content of readily soluble salts - more than 1 percent);

d) solonetzic soils (content of exchange sodium - more than 10 percent);

e) it is higher than 100 cm of soil with groundwater table, bog soils;

e) soils with constantly frozen layer more than 50 cm;

g) compact soils (silt content - more than 30 percent);

h) shallow soils (less than 50 cm of melkozem thickness);

i) silnokamenisty soils (more than 20 percent on amount);

j) average, silnokisly and very silnokisly soils (indicator of acidity of pH less 5);

6. The integral indicator of social and economic development of the rural territories of the subject of the Russian Federation is determined by the Ministry of Agriculture of the Russian Federation as the amount of ranks of the subject of the Russian Federation by the following indicators:

8. The territory of the subject of the Russian Federation belongs to the territories, adverse for production of agricultural products, in case of observance at least of one of the following conditions:

a) 50 and more percent of agricultural holdings (in relation to climatic index - 50 and more percent of the territory) the subject of the Russian Federation correspond to 1 or several criteria specified in Items 2 - 4 these rules, and also the integral indicator of social and economic development of the rural territories of the subject of the Russian Federation calculated according to Item 6 of these rules below the average Russian value;
