About approval of the State program on development and content of highways in the Republic of Belarus for 2015-2019

1. Approve the enclosed State program on development and content of highways in the Republic of Belarus for 2015-2019 (further - the State program).

3. To regional executive committees in three-months time to develop and approve in accordance with the established procedure regional development programs and contents of local highways for 2015-2019.
4. To customers of the State program annually to send to the customer - the coordinator of the State program till February 10 of the year following for reporting, information on implementation of the State program.
5. To the customer - the coordinator of the State program annually till March 1 of the year following for reporting to submit in Council of Ministers of the Republic of Belarus the report on the course of accomplishment of the State program with the conclusions of the Ministry of Economics and Ministry of Finance.
6. To the Ministry of Finance and regional executive committees when forming republican and local budgets for the next financial year in accordance with the established procedure to provide funds for financing of actions of the State program.

The purpose of the State program is creation of conditions for development of national economy, ensuring economic safety and defense capability of the country, realization of social policy of the state and further increase in business activity of the population due to improvement of transport and operational condition of highways of general use, their maintenance at the level of requirements of standards, safety increase of the traffic allowing to meet nation-wide, regional and other needs in carriages of goods and passengers. Task of the State program is improvement of transport and operational condition of highways.
For accomplishment are set tasks by strategic directions during implementation of the State program:
upgrade of highways with increase in their bearing capacity to ton 11,5 on single axis throughout at least 2758 kilometers;
reconstruction and construction in the parameters I of category of the highways connecting Minsk to the regional centers and other cargo intense sites extent 520, kilometer with finishing them to international standards. The realization of this direction is enabled generally at the expense of borrowing facilities of domestic and foreign banks or on the basis of the principles of public-private partnership;
construction of the second belt road around Minsk;
implementation of new system of road maintenance on the basis of state standards and regulatory method;
the device of advanced covering on all (185 kilometers) gravel sections of republican roads;
reconstruction and major repair of the bridges and overpasses which first of all are in precritical condition with bringing their parameters to requirements of technical regulatory legal acts;
implementation in case of accomplishment of roadwork of the latest technologies, the materials allowing to improve quality and to increase service life of road objects;
providing ecological safety when implementing road activities;
further development of objects of roadside service, including on the basis of the principles of public-private partnership;
introduction of fare of vehicles on republican highways with finishing their extent by 2020 to 1968 kilometers;
improvement of material and technical resources of the organizations of republican road economy.
Actions for realization of task for improvement of transport and operational condition of local highways determine regional executive committees in regional programs for development and content of local highways, being guided at the same time by the State program.

For January 1, 2014 the Republic of Belarus has quite developed highway network public. From their general extent (86,6 of one thousand kilometers) the extent of republican roads constitutes 15,7 of one thousand kilometers, local - 70, one thousand kilometers. Practically all republican roads have advanced coverings, and only 185 kilometers of roads are gravel. On provincial roads about 11 thousand kilometers have no hard surfaces at all, are soil, journey through which in case of adverse weather conditions is problematic (fig. 1).

Density of road net public constitutes 417 kilometers on 1000 sq. kilometers of the territory and is one of the highest among member countries of the Commonwealth of Independent States. However the transport and operational condition of highways public not fully satisfies to the needs of the national economy for motor transportations.
Extent of the republican highways requiring major repair constitutes 2494 kilometers, or 16 percent from their general extent, running repair - 4236 kilometers, or 27 percent.
Extent of sections of the republican highways having flatness (IRI) which is not conforming to normative requirements constitutes 3397 kilometers, on 2293 kilometers road carpets have durability below required.

Because of insufficient financing (less than 50 percent from requirement) the Program "Dorogi Belarusi" for 2006-2015 approved by the resolution of Council of Ministers of the Republic of Belarus of April 6, 2006 No. 468 (The national register of legal acts of the Republic of Belarus, 2006, No. 59, 5/22161), it is not executed regarding repair of roads. Less than for 50 percent the established task on major repair of republican roads and for 33 percent - provincial roads is performed for 2006-2013. In comparison with 2008 by 11 times the extent of the republican roads and to 8 times which are capitally repaired in 2013 - provincial roads was reduced (fig. 2, 3). The mechanism of implementation of the State program is based on coordination of activities of republican state bodies, local executive and administrative organs, legal entities irrespective of patterns of ownership on the questions connected with implementation of the State program and is based on provisions of the laws of the Republic of Belarus "About highways and road activities", about the budget of the Republic of Belarus for the next year, the presidential decrees of the Republic of Belarus approving the state investing programs, other regulatory legal acts.
Organizational activities for accomplishment of the State program regarding republican road economy are performed by Ministry of Transport, local road economy - regional executive committees.
