For the purpose of execution of provisions of article 16 of the Law No. 71-XVI of March 22, 2007 on registers (The official monitor of the Republic of Moldova, 2007, Art. No. 70-73, 314), with subsequent changes, DECIDES: the Government

1. Found the automated system of supervision of traffic "Traffic control".

2. Approve:

Regulations on the organization and functioning of the automated system of supervision of traffic "Traffic control", according to appendix No. 1;

Changes which are made to the Concept of the automated system of supervision of traffic "Traffic control" approved by the Order of the Government No. 40 of January 17, 2012 according to appendix No. 2.

3. "Traffic control" to perform organization and ensuring functioning of the automated system of supervision of traffic for the account and within the means approved in the government budget to the Ministry of Internal Affairs as well as at the expense of other sources provided by the current legislation.

4. To impose control over the implementation of this resolution on the Ministry of Internal Affairs.

Regulations on the organization and functioning of the Automated system of supervision of traffic "Traffic control"

I. General provisions

1. The regulations on the organization and functioning of the automated system of supervision of traffic "Traffic control" (further – the Provision) establish procedures and the mechanism of the registration and accounting of the systematized information which is saved up as a result of supervision in the automated traffic mode on public roads, fixed special technical program and hardware of the automated system of supervision of traffic "Traffic control" (further – System), and also regulate requirements for data protection in case of collection, accumulating, updating, storage, processing and the authorized data traffic with other information systems.

2. The concepts used in this Provision have the values provided in article 3 of the Law on registers No. 71-XVI of March 22, 2007, article 3 of the Law No. 133 of July 8, 2011 on personal data protection and in the Concept of the automated system of supervision of traffic "Traffic control" approved by the Order of the Government No. 40 of January 17, 2012.

In this Provision the following basic concepts are used:

authentication – check of the identifier appropriated to the subject of access, authenticity confirmation;

identification – assignment of the identifier to subjects and access objects and/or comparison of the provided identifier with the list of the appropriated identifiers;

special technical program and hardware – set of special technical means and software products which provide functionality of System;

the certified or approved and metrological confided technical means – the devices certified by authorized institutions, intended for measurement of speed or by means of which violations of certain traffic regulations are proved;
