About approval of Provisional regulations for types of the general education organizations

For the purpose of creation of adaptive system of school education, more complete satisfaction of educational needs of citizens and forming of single approach to tipologization of the general education organizations, according to Article 87 of the Civil code of the Kyrgyz Republic and being guided by article 12 of the Law of the Kyrgyz Republic "About education", I order:

1. Approve:

- Provisional regulations for school gymnasium (appendix 1);

- Provisional regulations for school lyceum (appendix 2).

2. To managements of formation of the cities of Bishkek and Osh, district and city departments of education:

- inform of the approved Provisional regulations subordinated schools gymnasiums and schools lyceums;

- bring charters of schools gymnasiums and schools lyceums into accord with the specified Provisional regulations till October 1 of the current year.

3. This order becomes effective from the date of official publication.

4. To impose control over execution of this order on the head of department of preschool, school and out-of-school education M. Usenaliyev.

Provisional regulations for school gymnasium

1. General provisions

1. These Provisional regulations for school gymnasium establish legal and organizational basis of activities of school gymnasium.

2. School gymnasium (further - gymnasium) - type of the general education organization in system of life-long education which main objective is implementation of general education programs of the primary general, main general and secondary general education for humanitarian profiles according to tendencies and capabilities of pupils.

3. Founders of gymnasium are:

- public authorities and local self-government;

- legal entities and physical persons in case of compulsory execution of the state educational standards;

- foreign states, the international organizations according to the international treaties which came in the procedure established by the law into force which participant is the Kyrgyz Republic.

4. In the activities the gymnasium is guided by the Constitution of the Kyrgyz Republic, the Law of the Kyrgyz Republic "About education", other regulatory legal acts regulating activities of the general education organization, these Provisional regulations and the charter.

5. The gymnasium is legal entity, has seal with the image of the state symbolics, with the name in the state and official languages, separate balance, settlement and other accounts in bank institutions, stamp, forms, exercises operational management of the property assigned to it.

6. The gymnasium according to the legislation of the Kyrgyz Republic has on its own behalf the right to acquire the property and personal non-property rights, to have property in property, to sign agreements, to be the claimant and the defendant in court.

7. The gymnasium bears in the procedure established by the legislation of the Kyrgyz Republic responsibility for quality of the primary general, main general and secondary general education according to the state educational standards, for compliance of the applied forms, methods and means of the organization of educational and educational process to age psychophysical features of students, requirements of protection of their life and health.

8. The general education organization receives the status "gymnasium" by results of accreditation.

2. Gymnasium tasks

9. Tasks of gymnasium are:

- identification of the most exceptional children and provision by it of opportunity for receipt of many-sided education at the level answering to modern achievements of science and education, and also allowing to be integrated into system of world and national cultures;

- realization of the idea of common, intellectual, moral development of the personality means of humanitarization of content of education;

- forming of the personality with skills of research work, ready to the conscious choice and development of professional educational programs.

3. Functions of gymnasium

10. The gymnasium performs the following functions:

- regulates the activities connected with implementation of gymnasia education and development of gymnasium;

- realizes the general education programs of initial general, and also the main general and secondary general education providing additional (profound) preparation on the humanitarian profiles oriented to continuation of training in higher educational institutions;

- registers and accepts the children and teenagers who are subject to training and living in the territory assigned to the state and municipal gymnasiums according to the Instruction about accounting treatment for children and teenagers of school age approved by the order of the Government of the Kyrgyz Republic of November 14, 1997 No. 667;

- realizes additional educational programs and renders additional educational services on contractual basis outside the main general education programs according to the authorized purposes and tasks. Types and forms of educational services including paid, are determined in the charter of gymnasium.

4. Rights and obligations of gymnasium

11. The gymnasium has the right:

- determine the directions of the educational and educational activities;

- sign in accordance with the established procedure agreements with other organizations;

- enter professional associations, the unions, educational and methodical associations, including international;

- conduct the authorized financial and economic activities directed to preparation and carrying out educational process;

- perform other types of activity which are not contradicting the legislation of the Kyrgyz Republic.

12. The gymnasium shall:

- be registered (re-registration) according to the legislation of the Kyrgyz Republic;

- hold educational and methodical seminars, trainings, open lessons of profile of the activities;

- prepare research opinions and recommendations about development and integration of gymnasia education;

- perform other actions necessary for activities of gymnasium.

5. Organization of educational activities

13. The gymnasium performs educational process of three steps, since 1 on the 11th classes.

14. Educational process in gymnasium is performed by the curricula developed according to the Basic curriculum and approved with the relevant city/district department of education.
