DECISION ON THE CONCEPT OF HYDROMETEOROLOGICAL SAFETY OF THE STATE PARTIES OF COMMONWEALTH OF INDEPENDENT STATES

of April 16, 2004

The Council of Heads of Government of the Commonwealth of Independent States for the purpose of achievement of necessary level and quality of hydrometeorological providing the State Parties of the CIS allowing to reduce negative impact of the dangerous hydrometeorological phenomena on life activity of the population and functioning of economy DECIDED:

1. Approve the Concept of hydrometeorological safety of the State Parties of the Commonwealth of Independent States it (is applied).

2. Determine that this Concept is basis for development of programs and other documents in the field of hydrometeorological safety of the State Parties of the CIS.

3. This Decision becomes effective from the date of its signing, and for the states which legislation requires accomplishment of the interstate procedures necessary for the introduction of the Decision in force, - from the date of delivery to depositary of the notification on their accomplishment.

It is made in the city of Cholpon-At on April 16, 2004 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

Concept of hydrometeorological safety of gosudarstvuchastnik of the Commonwealth of Independent States

I. Hydrometeorological safety of the State Parties of the CIS

The concept of hydrometeorological safety of gosudarstvuchastnik of the Commonwealth of Independent States (further - the Concept) is developed according to the Action program on development of the Commonwealth of Independent States for the period till 2005 and in connection with the appeal of the General Assembly of the United Nations, Economic and UN Social Council to the World Meteorological Organization (further - VMO) with appeal to make contribution within areas of its competence to actions taken at the international, regional and national levels for rendering assistance and ensuring sustainable social and economic development of the countries and protection of lives and property of the population.

In the Concept the major purposes, tasks and the principles of ensuring hydrometeorological safety are formulated.

1.1. General provisions

The dangerous hydrometeorological and heliogeophysical phenomena (cyclones, storm, hurricanes, storm squalls, dust storms, drought, heavy rains, floods, sudden fall of temperature of air, snowfalls, hail, avalanches, mudflows, etc.) involve the human victims and cause significant damage to economy and property of citizens.

Besides, these phenomena can cause or strengthen other disasters, including wildfires, invasion of locust, movement of large accumulations of caterpillars, spread of diseases (typhoid, malaria, cholera, etc.), emissions of toxic gases, oil spills and radiation accidents.

Growth of the population in areas coastal and subject to floods or other zones, especially vulnerable for the dangerous phenomena, increase in number of inhabitants in settlements and the cities leads to the fact that increasing number of people is exposed to risk of impacts of the dangerous hydrometeorological phenomena.

According to experts of VMO, during the ten-year period of 1991-2000 more than 70% of material losses and to 90% of people, victims of elements, became the victims of the natural hazards caused by the meteorological and hydrological reasons.

Such statistics gives the grounds to consider that among natural hazards of the phenomenon of hydrometeorological nature are the most dangerous and from them, first of all, the organization of protection of the population and economy is required.

In these conditions provision of timely warnings of the dangerous hydrometeorological phenomena can give effective return in the form of the saved lives and property of people.

It is difficult to revaluate positive effect for economy from advance warnings of enduring such dangerous phenomena as droughts, lack of water, floods, and also from provision long-term (seasonal and climatic) forecasts.

The whole industries of economy in a varying degree depend on weather climatic conditions and the dangerous hydrometeorological phenomena. The agricultural industry, fishery, forestry and management of water management activities, power, the land, sea and air transportation, construction and municipal economy, the recreational and tourist industry, communication systems and defense cannot function normally without timely and high-quality hydrometeorological providing.

For weather and climate there are no borders. With respect thereto accomplishment of tasks on decrease in threat of life and property from the dangerous hydrometeorological phenomena at the national level is impossible without the international data exchange of hydrometeorological observations and forecasts.

At the same time necessary condition of implementation and preserving the fundamental principle of international cooperation in the field of hydrometeorology - free and unrestricted data exchange and forecasts - is functioning in each country of national hydrometeorological service and accomplishment of obligations by the state on protection of the citizens and their property against natural hazards.
