In pursuance of part provisions (3) article 12 of the Law on budget system and budget process No. 847-XIII of May 24, 1996 (repeated publication: The official monitor of the Republic of Moldova, 2005, special release), with subsequent changes and amendments, DECIDES: the Government

1. Approve:

The list and rates of the paid services rendered by divisions of the Ministry of Internal Affairs and administrative authorities and organizations subordinated to it according to appendix No. 1;

Regulations on procedure for forming and use of special means by divisions of the Ministry of Internal Affairs and administrative authorities and organizations subordinated to it according to appendix No. 2.

2. Recognize invalid some orders of the Government according to appendix No. 3.

3. To the Ministry of Internal Affairs to bring the regulations into accord with provisions of this Resolution in a month.

Regulations on procedure for forming and use of special means by divisions of the Ministry of Internal Affairs and administrative authorities and organizations subordinated to it

I. General provisions

1. This Provision is developed according to provisions of article 12 of the Law on budget system and budget process No. 847-XIII of May 24, 1996 (repeated publication: The official monitor of the Republic of Moldova, 2005, special release), with subsequent changes and amendments, and also Item 25 of the Regulations on the organization and functioning of the Ministry of Internal Affairs approved by the Order of the Government No. 778 of November 27, 2009. (The official monitor of the Republic of Moldova, 2009, No. 173, the Art. 856), with subsequent changes and amendments, for the purpose of establishment of procedure for forming and use of special means by divisions of the Ministry of Internal Affairs and administrative authorities and organizations subordinated to it (further – divisions).

II. Procedure for forming of special means

2. Special means of divisions are formed as a result of issue of allowing documents and rendering paid services.

3. Special means accumulate on the treasurer account of division which renders them. In case the division is not legal entity and has no the treasurer account, special means accumulate on the treasurer account of organization under which supervision the division is.

III. Use of special means

4. Determination of the income and expenses of special means is performed according to the rates, regulations and standard rates established legislative and regulations, and also physical amounts of the rendered services.

5. Special means are used for covering of expenses on salary payment, for ensuring functionality and maintenance of the information systems promoting issue of allowing documents and rendering paid services for performance of works and services according to the approved funding plan.

6. Special means are created of payments into treasurer accounts of the Ministry of Internal Affairs and its divisions of the income/payments received according to the List and rates of the paid services rendered by divisions of the Ministry of Internal Affairs and administrative authorities and organizations subordinated to it (appendix No. 1).

7. The remaining balance of the income of special means is passing and can be used next budget year in the quantity approved by the law on the annual budget.

8. Income gained through cash desks of divisions daily is introduced into the treasurer account. Use of special means directly by cash desks of divisions without preliminary transfer to the treasurer account is not allowed.

9. The allowing documents and other documents issued according to the List approved by the legislation and this resolution will be issued by means of single window according to the existing regulatory base, including, if necessary, in district inspectorates of police. The location of single window will be established by the order of the Minister of Internal Affairs.
