About the announcement of 2015 Year of strengthening of national economy

The measures for strengthening of stability and consent taken in recent years in the country, to increase in the authority of the person of work, strengthening of bases of the constitutional state and law enforcement allowed to reduce social and political tension in the country.

In these conditions for kyrgyzstanets interests of economic nature move to the forefront. These are questions of creation of new productions and workplaces, the wages rise, development of power, increase in welfare of people.

The reexport model of economy which developed in Kyrgyzstan mainly conflicted to objective tendencies in world economy and integration processes in the region. It requires acceptance of urgent measures for transformation of the Kyrgyz economy from dependent and surviving in strong, self-sufficient and dynamically developing.

The accepted National sustainability strategy of the Kyrgyz Republic for 2013-2017 provides steps on strengthening of national economy and considers these tasks in the integral communication with the purposes of further strengthening of statehood.

Lately the priority directions of economy of Kyrgyzstan were generally determined. Within the National sustainability strategy implementation of the first 24 national projects for total amount 418, with 9 billion som in power, agricultural industry, in transport and other spheres is begun. Domestic investors and representatives of foreign small and medium business actively invest in economy of Kyrgyzstan, in particular in construction and development of service industry. In 2014 the Kyrgyz Republic for the first time rose to category of the countries with the average level of internal national product. Kyrgyzstan improved the line items also in some other the international ratings.

At the same time in economy of Kyrgyzstan problems of attraction of large private investments, implementation of large-scale budget forming projects in the industry, especially in the mining sector, and also determinations of transparent and clear rules in relations of business, the state and society continue to remain sharp.

The expected accession to the Eurasian Economic Union, certainly, opens great opportunities for Kyrgyzstan, but for this purpose the country should pass through certain testing. Participating in this large-scale integration project, the Kyrgyz Republic shall not only strengthen economy and raise competitiveness of the Kyrgyz goods and services, but also to actively advance the national interests, to be created as the successful sovereign state.

Strengthening of national economy will allow to create conditions for extension of social programs, including on development of education, health cares, sciences, to wages increase to teachers, workers of other budget spheres, improvement of provision of pensions, care of persons with limited opportunities of health, and also implementation of other state obligations.

For the purpose of growth in prosperity of the people, further strengthening of the Kyrgyz statehood, support and development of national production and entrepreneurship, creation of new workplaces and expansion of opportunities of the state and society for implementation of large-scale social programs in the Kyrgyz Republic I decide:

1. Announce 2015 in the Kyrgyz Republic Year of strengthening of national economy.

2. Determine forming of modern competitive national economy as priority task of state bodies, local government bodies, state organizations and organizations of the Kyrgyz Republic and personally their heads.

3. Suggest Jogorku Kenesh of the Kyrgyz Republic and the Government of the Kyrgyz Republic to accelerate development and adoption of bills, other regulatory legal acts directed on:

1) strengthening of national economy according to provisions of the National sustainability strategy of the Kyrgyz Republic for 2013-2017;

2) realization of economic capacity of the country and active promotion of national interests of the Kyrgyz Republic within the Eurasian Economic Union;

3) improvement of business environment and investment climate, development of the financial sector, attraction of direct foreign and domestic investments, determination of transparent and clear rules in relations of business, state bodies and local communities;

4) creation of new productions and workplaces, increase in efficiency of administration of state revenues, rational use of the state assets.

4. Recommend to the Government of the Kyrgyz Republic, other state bodies, local government bodies:

1) to provide orientation of practical activities of state bodies, local government bodies, state organizations and organizations of the Kyrgyz Republic within carrying out Year of strengthening of national economy on realization of tasks:

- enhancement of management system national economy, providing its strict orientation on goal achievement and tasks of the National sustainability strategy of the Kyrgyz Republic for 2013-2017;

- priority development of strategic industries of economy of Kyrgyzstan: the agro-industrial sector, power, mountain production, transport and communications, tourism and service industry, implementation of large-scale budget forming projects in the industry;

- creations new and developments of the operating export-oriented and import-substituting productions, promotions of national goods and brands in the external and internal markets;

- economic development of regions, especially border areas, creation of agro-industrial and other clusters, encouragement of the local public administrations and local government bodies providing creation of conditions for inflow of investments, creations of new workplaces;

- increases in level of credibility to the state, state bodies and local government bodies from investors and other subjects of entrepreneurship;

- involvement of domestic entrepreneurs and business - communities to development and program implementation of development of sectors of economy and regions;

- consecutive elimination of barriers to business activity, strengthening of legality, providing public law and order, anti-corruption and fight against crime;

2) to provide the direction of the additional resources which arrived in the government budget from implementation of measures for strengthening of national economy in first-priority procedure on support of the social sector;

3) in interaction with Public telebroadcasting corporation of the Kyrgyz Republic, other mass media and institutes of civil society to provide carrying out effective information work on carrying out in the Kyrgyz Republic of Year of strengthening of national economy.

5. Quarterly to provide to the government of the Kyrgyz Republic in the Office of the President of the Kyrgyz Republic the summarized information on realization of the tasks following from this Decree.

6. To impose control of execution of this Decree on the Office of the President of the Kyrgyz Republic.

7. This Decree becomes effective from the date of official publication.
