1. Approve the enclosed Rules of provision in 2015 of subsidies to budgets of subjects of the Russian Federation for the purpose of joint financing of the expenses arising when rendering to citizens of the Russian Federation the high-technology medical care which is not included in the basic program of compulsory medical insurance.

2. To the Ministry of Health of the Russian Federation in coordination with the Ministry of Finance of the Russian Federation till February 1, 2015 to provide to the Government of the Russian Federation the draft of the act of the Government of the Russian Federation of distribution in 2015 of subsidies to budgets of subjects of the Russian Federation for the purpose of joint financing of the expenses arising when rendering to citizens of the Russian Federation the high-technology medical care which is not included in the basic program of compulsory medical insurance.

3. Recognize invalid:

the order of the Government of the Russian Federation of December 21, 2011 No. 1062 "About provision of subsidies from the federal budget to budgets of subjects of the Russian Federation on joint financing of payment commitments of the subjects of the Russian Federation arising when rendering high-technology medical care to citizens of the Russian Federation" (The Russian Federation Code, 2012, No. 1, the Art. 107);

1. These rules establish procedure for provision in 2015 for subsidies to budgets of subjects of the Russian Federation for the purpose of joint financing of the expenses arising when rendering to citizens of the Russian Federation the high-technology medical care which is not included in the basic program of compulsory medical insurance (further - high-technology medical care), at the expense of other interbudget transfers provided from the budget of Federal Compulsory Health Insurance Fund (further - Fund) in the federal budget on the specified purposes according to the Federal Law "About the Budget of Federal Compulsory Health Insurance Fund for 2015 and for Planning Period of 2016 and 2017" (further - the interbudget transfers).

2. The interbudget transfers are source of the budgetary appropriations of the federal budget finished in accordance with the established procedure to the Ministry of Health of the Russian Federation for provision of subsidies to budgets of subjects of the Russian Federation for the purpose of joint financing of the expenses arising when rendering to citizens of the Russian Federation high-technology medical care (further - subsidies).

3. Selection criteria of subjects of the Russian Federation for provision of subsidies are:

a) availability of the medical organizations subordinated to executive body of the government of the subject of the Russian Federation having the license for implementation of the medical activities providing rendering services in rendering the corresponding profile to high-technology medical care, and providing high-technology medical care, included in the list of the medical organizations providing high-technology medical care by budget funds of the subject of the Russian Federation, approved by authorized body of the executive authority of the subject of the Russian Federation (further respectively - the list of the medical organizations, the medical organizations);

b) submission by the subject of the Russian Federation to the Ministry of Health of the Russian Federation in time no later than 5 working days from the date of entry into force of the order of the Government of the Russian Federation of December 27, 2014 No. 1572 "About provision in 2015 of subsidies to budgets of subjects of the Russian Federation for the purpose of joint financing of the expenses arising when rendering to citizens of the Russian Federation the high-technology medical care which is not included in the basic program of compulsory medical insurance" in regulatory legal acts and other documents confirming availability in the budget of the subject of the Russian Federation of the budgetary appropriations provided on rendering high-technology medical care, and procedure for scoping of the specified assignments.

4. Conditions of provision and expenditure of subsidies are:

a) availability of the medical organizations approved by regulatory legal acts of the subject of the Russian Federation of procedure for forming of the list, the list of such medical organizations, and also procedure for financial provision of rendering high-technology medical care within budgetary appropriations of the budget of the subject of the Russian Federation, including to inhabitants of other subjects of the Russian Federation if the subject of the Russian Federation shall provide for the account to subsidy high-technology medical care to inhabitants of other subjects of the Russian Federation;

b) availability in the budget of the subject of the Russian Federation of budgetary appropriations on execution of payment commitment of the subject of the Russian Federation arising when rendering high-technology medical care in the medical organizations and procedure for determination of amounts of the specified assignments.

5. The subsidy is provided based on the agreement between the Ministry of Health of the Russian Federation and the supreme executive body of the government of the subject of the Russian Federation on provision of subsidy (further - the agreement) which is signed in the form approved by the Ministry of Health of the Russian Federation.
