Chapter 1. General provisions

Article 1. The main terms used in this Law and their determinations

In this Law the following main terms and their determinations are applied:

secondary energy resources – the energy of collateral and intermediate products, production wastes (losses) received in technology aggregates and installations, engineering procedures which functional purpose is not connected with its production which is not used in aggregates, installations, processes;

local fuel and energy resources – (made) in the territory of Republic of Belarus fossil types of fuel, the energy made from them, and also renewable energy resources existing in the nature, got;

consumption rate of fuel and energy resources – the size of consumption of fuel, heat, electrical energy on production of unit of production (works, services) of certain quality measured in conventional (natural) units. In case of performance of works, rendering the services which are not connected with production the limits of consumption of fuel and energy resources necessary for accomplishment of such works, rendering such services are equated to consumption rates of fuel and energy resources;

indicators in the field of energy saving – the indicators characterizing results of activities of legal entities on realization of energy saving actions;

consumers of fuel and energy resources – legal entities and physical persons, including the individual entrepreneurs consuming one or several types of fuel and energy resources;

limit of consumption of fuel and energy resources – the size of the most admissible consumption of fuel and energy resources necessary for the period till 1 year;

progressive consumption rates of fuel and energy resources – the decreasing number of values of consumption rates of fuel and energy resources which is created from 1 year to 5 years and corresponding to reasonable offers on decrease in consumption rates of fuel and energy resources;

producers of fuel and energy resources – the legal entities and individual entrepreneurs making one or several types of fuel and energy resources;

rational use of fuel and energy resources – use of fuel and energy resources directed to exception of their unreasonable expense using their most reasonable types;

the current consumption rates of fuel and energy resources – number of values of consumption rates of fuel and energy resources which is created for up to 1 year and considering minimization of consumption of fuel and energy resources in case of production (works, services);

fuel and energy resources – set of all of the natural and received as a result of transformations types of fuel and energy;

economy of fuel and energy resources – the reducing amounts of consumption of fuel and energy resources of rather same period of previous year received as a result of implementation of energy saving actions;

express energy audit – energy inspection (energy audit) in the separate directions of consumption of fuel and energy resources, or one of their types, or secondary energy resources or on separate group of the energy-requiring equipment, having limited nature both on amount, and on carrying out time;

energy efficiency (energy efficiency) – the characteristic reflecting the relation of the gained effect of use of fuel and energy resources to the costs of fuel and energy resources made for the purpose of receipt of such effect;

energy management – activities for management of consumption of fuel and energy resources;
