I. General provisions

Subject of regulation of regulations

1. The administrative regulations of Federal Service for Environmental, Technological and Nuclear Supervision (further - Administrative regulations) determine procedure, terms and the sequence of ministerial procedures (actions) of Federal Service for Environmental, Technological and Nuclear Supervision and its territorial authorities, order of interaction between structural divisions of central office of Rostekhnadzor and territorial authorities, their officials by provision of the state service in maintaining the register of experimental testimonies of industrial safety, order of interaction of Rostekhnadzor and territorial authorities with applicants, other public authorities and local government bodies, organizations and the organizations by provision of the state service.

2. Subject of regulation of Administrative regulations are the relations arising between Rostekhnadzor and legal entities (individual entrepreneurs) by provision of the state service in maintaining the register of experimental testimonies of industrial safety (further - the Register).

3. Applicants within provision of the state service are the customers of examination of industrial safety performing operation of hazardous production facilities in the territory of the Russian Federation and in other territories over which the Russian Federation performs jurisdiction in accordance with the legislation of the Russian Federation and rules of international law (further - applicants).

Requirements to procedure for informing on provision of the state service

6. The main requirements to informing applicants are:

1) reliability and completeness of the provided information;

2) information statement clearness;

3) convenience and availability of receipt of information;

4) efficiency of provision of information.

7. Information on provision of the state service is placed at the information stand in premises of Rostekhnadzor (central office and territorial authorities), the official site of Rostekhnadzor of www.gosnadzor.ru, and also on the website of the federal state information system "Single Portal of the State and Municipal Services (Functions)" www.gosuslugi.ru (further - EPGU). Information at the information stand in premises of territorial authorities of Rostekhnadzor and the official site of Rostekhnadzor of www.gosnadzor.ru includes:

1) the text of Administrative regulations with appendices;

2) statements from the legislative and other regulatory legal acts containing the regulations regulating activities for provision of the state service;

3) the list of the documents submitted by the applicant for entering of experimental testimony of industrial safety into the Register, for receipt of the statement from the Register;

4) the application form about entering of data into the Register of experimental testimonies of industrial safety;

5) the application form about provision of data from the Register of experimental testimonies of industrial safety;

6) procedure for appeal of decisions and actions (failure to act) of Rostekhnadzor, its territorial authorities or their officials;

7) location information, contact telephone numbers, e-mail address of Rostekhnadzor (central office and territorial authorities).

7.1. On EPGU the following information is placed:

1) the exhaustive list of the documents necessary for provision of the state service, the requirement to execution of the specified documents, and also the list of documents which the applicant has the right to provide on own initiative;

2) circle of applicants;

3) term of provision of the state service;

4) results of provision of the state service, procedure for submission of the document which is result of provision of the state service;

5) the exhaustive list of the bases for refusal in documents acceptance, necessary for provision of the state service, for suspension or refusal in provision of the state service;

6) about the applicant's right to pre-judicial (extrajudicial) appeal of actions (failure to act) and the decisions made (performed) during provision of the state service;

7) the forms of statements used by provision of the state service.

Information on EPGU on procedure and terms of provision of the state service based on the data containing in the federal state information system "Federal Register of the State and Municipal Services (Functions)" is provided to the applicant free of charge.

8. Informing concerning provision of the state service is performed in oral form in case of the personal address, and also by means of telephone communication according to telephone number of territorial authority of Rostekhnadzor providing the state service. Consultation time in case of the oral address constitutes no more than 5 minutes.

The schedule (mode) of work of territorial authorities of Rostekhnadzor is determined by the office schedule approved by the order of the head of territorial authority of Rostekhnadzor.

Acceptance of declarative documents stops in 1 hour prior to the termination of the working day.

9. When informing in oral form in case of the personal address or by means of telephone communication the officials of Rostekhnadzor responsible for provision of the state service shall provide the following information:

1) data on the regulatory legal acts regulating questions of provision of the state service;

2) data on procedure for provision of the state service;

3) data on terms of provision of the state service;

4) data on the declarative documents necessary for receipt of the state service;

5) data on the location of the room intended for acceptance of addresses and statements;

6) data on addresses of the website and e-mail;

7) data on the list of the bases for refusal in provision of the state service, and also in acceptance and consideration of the applications;

8) data on the course of provision of the state service.

10. On other questions information is provided only based on the corresponding written address.

11. When informing according to the written address of the applicant the answer to the address goes by mail to the address of the organization or in the form of the electronic message in time, not exceeding 30 calendar days from the date of registration of such address. The answer to the address is given in accurate and clear form with indication of surname, name, middle names, phone numbers of the contractor, signed by the head (deputy manager) of structural division of Rostekhnadzor responsible for provision of the state service, and is subject to registration.
