2. Determine that in connection with entry into force of this order renewal of the registration certificates of the organization making transactions with the denatured ethyl alcohol, issued according to the order of the Ministry of Finance of the Russian Federation of October 9, 2006 to No. 125n "About approval of the Procedure for issue of registration certificates of the organization making transactions with the denatured ethyl alcohol" (it is registered by the Ministry of Justice of the Russian Federation 17.11. 2006, registration number 8498, the Russian newspaper, 2006, on November 30), it is not required.

Subject of regulation of Administrative regulations of provision by the Federal Tax Service of the state service in issue of the registration certificate of the organization making transactions with the denatured ethyl alcohol

1. The administrative regulations of provision by the Federal Tax Service (further - FNS of Russia) the state service in issue of the registration certificate of the organization making transactions with the denatured ethyl alcohol (further - Administrative regulations), establish the terms and the sequence of ministerial procedures (actions) governing the relations arising in case of issue of the registration certificate of the organization making transactions with the denatured ethyl alcohol (further - the certificate), between structural divisions and officials of the Departments of FNS of Russia for subjects of the Russian Federation (further - Managements), interregional Inspectorates of the Federal Tax Service of Russia on the largest taxpayers (further - Inspections) and applicants by provision of the state service in issue of the certificate.

2. Applicants are the legal entities (further - the organizations) performing the following types of activity:

production of alcohol-containing perfumery and cosmetic products in metal aerosol package as which raw materials for production the denatured ethyl alcohol is used;

production of alcohol-containing products of household chemicals in metal aerosol package as which raw materials for production the denatured ethyl alcohol is used.

3. The provisions provided by these Administrative regulations concerning the applicant extend to his representative in cases when the applicant participates in the relations regulated by the legislation on taxes and fees through the representative, taking into account the features provided by these Administrative regulations.

Powers of the representative shall be documented according to Items 3 and 4 of Article 26 parts one of the Tax Code of the Russian Federation, other Federal Laws and these Administrative regulations.

7) about the regulatory legal acts regulating provision of the state service.

10. The officials responsible for provision of the state service shall:

1) to be effective in strict accordance with the Tax Code of the Russian Federation, other regulatory legal acts of the Russian Federation and these Administrative regulations;

2) to take all necessary measures for representation of irrefragable answers on addresses of applicants, using information resources of tax authorities;

3) correctly and to show consideration for applicants, not to degrade their honor and advantage, and also in polite form to inform applicants on the substance of requests, on procedure for provision of the state service, the maximum terms of its provision, on the bases in the presence of which the state service is not provided, and also to provide in limits to the competence other information interesting applicants according to these Administrative regulations;

4) to follow rules of business ethics in case of the answer on oral (including by phone) and written addresses of applicants.

11. The officials responsible for provision of the state service have no right:

1) to provide to applicants the unreliable information which is not corresponding to the legislation on taxes and fees, other regulatory legal acts;

To represent 2) to applicants of the data, not subject to disclosure in accordance with the legislation of the Russian Federation, including the data relating to own safety of tax authorities, and also being the state or protected by the law other secret, or data of confidential nature;
