About approval of the Regulations on procedure for customs declaration of goods electronically
For the purpose of further enhancement of procedure for customs declaration of goods electronically and creating favorable conditions for conducting foreign economic activity, ensuring timeliness and completeness of input of the documents and data necessary for customs clearance in the Single automated information system of the State Customs Committee of the Republic of Uzbekistan from authorized bodies, the Cabinet of Ministers decides:
1. Approve Regulations on procedure for customs declaration of goods electronically according to appendix.
2. To the ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.
3. Recognize invalid Item 2 of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of December 29, 2012 as No. 370 "About the procedure of customs clearance of goods electronically" (the joint venture of the Republic of Uzbekistan, 2012, No. 12, the Art. 93) and appendix to it.
4. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R.S.Azimov.

1. This Provision according to the laws of the Republic of Uzbekistan "About electronic document management" and "About the digital signature", the Presidential decree of the Republic of Uzbekistan of July 18, 2012 No. UP-4455 "About Measures for Further Cardinal Improvement of Business Environment and Provision of Bigger Freedom to Entrepreneurship" determines procedure of the procedure of declaration of goods electronically (further - electronic declaring) in case of their customs clearance.
2. In this Provision the following basic concepts are used:
electronic declaring - the procedure during which the customs declaration, and also the documents and data necessary for customs clearance are represented to body of the State Customs Service, competent to adopt the customs declaration (further - customs authority) electronically by means of electronic method of exchange of information;
authorized bodies - bodies to which issue and input in the corresponding systems of the Single automated information system of the State Customs Committee of the Republic of Uzbekistan of the allowing and other documents and data necessary for customs clearance are assigned;
allowing and other documents - documents of allowing nature, and also other documents and data which list is established by the legislation, necessary for customs clearance of goods, issued and entered into the corresponding systems of the Single automated information system of the State Customs Committee of the Republic of Uzbekistan by authorized bodies;
related documents - the documents and data which list is established by the legislation, necessary for customs clearance of goods, entered into the Automated information system of electronic declaration of goods by the specialist in customs clearance (invoices, delivery notes, etc.);
the electronic declaration - the customs declaration prepared in the form of the electronic document on the formats established by the State Customs Committee of the Republic of Uzbekistan.
3. The automated information system of electronic declaration of goods (further - AISEDT) is part of the Single automated information system of the State Customs Committee of the Republic of Uzbekistan (further - EAIS).
Interaction of EAIS with other interested organizations is performed on the allocated communication channels with use of transmission media of data.
The State Customs Committee of the Republic of Uzbekistan on permanent basis carries out necessary works on smooth functioning of EAIS.
4. The procedure of electronic declaring consists of three stages and is performed according to the Scheme according to appendix No. 1 to this Provision, including:
at the first stage authorized bodies into the terms established by the legislation in EAIS enter the allowing and other documents confirmed with the digital signature (further - the EDS), at the level of interdepartmental interaction. Allowing and other documents are entered into EAIS before issue or along with issue to their applicant.
The list of allowing and other documents, and also authorized bodies on their issue is given in appendix No. 2 to this Provision. In process of connection to EAIS of the interested organizations all allowing and other documents issued in the republic are subject to input without fail in the corresponding systems and will be available in case of electronic declaration of goods;
at the second stage the customs clearance specialist prepares the electronic declaration and related documents, signs their EDS and by means of AISEDT sends them to customs authority where the customs clearance of goods electronically will be performed;
at the third stage - the customs authority draws up the electronic declaration in the procedure established by the legislation.
5. The procedure for filling of all types of customs declarations is determined by the State Customs Committee of the Republic of Uzbekistan.
The State Customs Committee of the Republic of Uzbekistan establishes electronic format for all types of electronic declarations, related documents and posts them on the official site.
In cases when the electronic format of related documents is not established, the copies of these documents received by their scanning are represented.
6. After receipt of the electronic declaration and related documents the chief of customs authority or person replacing it within two hours sends them to the employee who will perform customs clearance of goods electronically.
7. In case of submission of the electronic declaration and related documents the employee of customs authority within one working day performs preliminary check of correctness of filling of the electronic declaration, availability in AISEDT and EAIS of the accompanying, allowing and other documents.
