Program purpose

The effective balanced system of regulation of activities of subjects of natural monopolies directed to increase in investment appeal, transparency of tariff setting and transition from condition of natural monopoly to condition of the competitive market

Program tasks

1. Ensuring predictability of rates.

2. Increase in investment appeal and stimulation of attachment of investments into upgrade and updating of fixed assets of subjects of natural monopolies.

3. Stimulation of energy efficiency and energy saving

Target indicators

1. Full-scale transition of subjects of natural monopolies to work on limiting (long-term) rates in spheres:

1) water supply and (or) the water disposals providing regulated utilities in the capital, the cities of republican and regional value - in 2018;

2) productions, transfers, distributions and (or) the supply with heat energy providing regulated utilities in the capital, the cities of republican and regional value - in 2018;

3) oil transportation and gas on bulk distribution lines - in 2016;

4) services of the high-level railway system - in 2018;

5) services of ports - in 2015;

6) services of the airports - in 2017.

2. Growth in volumes of investments by 2020 on:

1) 40% - in spheres of heat-and-power engineeering, water supply and (or) water disposal, transfer and electricity distribution;

2) 25% - in spheres of oil transportation and gas;

3) 29% - in the field of services of the high-level railway system;

4) 32% - in the field of services of ports and the airports.

3. Decrease in level of depreciation of fixed assets of subjects of natural monopolies by 2020 in spheres:

1) heat-and-power engineeering - from 71% to 55%;

2) water supply and (or) water disposal - from 65% to 45%;

3) transfers and electricity distributions - from 69% to 52%;

4) oil transportations on bulk distribution lines - from 65% to 50%;

5) gas transportations on trunk gas pipelines - from 40% to 23%;

6) gas transportations on gas-distribution systems - from 40% to 21%;

7) services of the high-level railway system - to 40%;

8) services of ports - to 29%;

9) services of the airports - to 26%.

4. Decrease in level of normative losses in networks of subjects of natural monopolies by 2020 in spheres:

1) heat-and-power engineeering - to % 18,9;

2) water supply - to % 15,5;

3) transfers and electricity distributions - to % 12,8
