For the purpose of further enhancement of legal regulation of activities of the public veterinary service of the Republic of Belarus I decide:

1. Make changes and additions to the following presidential decrees of the Republic of Belarus:

1.1. in the column "Sphere of Control (Supervision)" of Item 19 of the list of the controlling (supervising) bodies and spheres of their control (supervising) activities, No. 510 approved by the Presidential decree of the Republic of Belarus of October 16, 2009 "About enhancement of control (supervising) activities in the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2009, No. 253, 1/11062; National legal Internet portal of the Republic of Belarus, 31.07.2012, 1/13654; 30.07. 2013, 1/14414):

take out to legal entities and physical persons, including individual entrepreneurs, instructions, obligatory for execution, about prohibition of realization and use of food staples and foodstuff (including animal products, and also in the cases established by legal acts, plant products in case of their realization in the markets), forages and feed additives, the veterinary medicines which are not conforming to requirements of veterinary health regulations and other technical regulatory legal acts, and also international legal acts constituting the regulatory legal base of the Customs union and the Common economic space of suspension or prohibition of operation of the objects belonging to the checked subjects before elimination of the revealed violations, you will lock slaughter of animals in case of suspicion on emergence of the centers of infectious diseases of animals, and also about prohibition of use or export out of limits of their territory of the animal products which are not ensuring safety in the veterinary and sanitary relation;

make sampling of the made and (or) stored, imported or exported food staples and foodstuff, forages and feed additives for carrying out laboratory researches in the laboratories accredited according to the procedure, established by the legislation;

use technical means, including the equipment performing video film and photographing, photocopying, devices for scanning of documents;

request from written and oral explanations representatives of the checked subject on the questions arising during check;

constitute protocols on administrative offenses and impose administrative punishments in the cases and procedure established by legal acts.

The state veterinary inspectors have other rights established by the legislation.

The state veterinary inspectors in case of control (supervision) in the field of veterinary science shall observe requirements of the legal acts regulating procedure of control (supervising) activities, and other acts of the legislation.";
