RESOLUTION OF PRESIDIUM OF THE SUPREME COUNCIL AND CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

About social protection of the citizens living in the Republic of Uzbekistan who were injured owing to the Chernobyl catastrophic crash

For the purpose of ensuring social protection of the citizens who were injured owing to the Chernobyl catastrophic crash, the Presidium of the Supreme Council of the Republic of Uzbekistan and Cabinet of Ministers is decided:

1. Approve the list of provisions, monetary compensations and privileges to the citizens living in the Republic of Uzbekistan who were injured owing to the Chernobyl catastrophic crash it (is applied).

To Council of Ministers of the Republic of Karakalpakstan, hokima of areas and Tashkent, the ministries and departments of the Republic of Uzbekistan to make relevant decisions on providing victims owing to the Chernobyl catastrophic crash of citizens with compensation and to privileges.

2. To provide financing of expenses on social protection of the citizens who were injured owing to the Chernobyl catastrophic crash at the expense of means of the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan, local and republican budgets.

3. To the Ministry of Health and Ministry of cases of defense of the Republic of Uzbekistan:

till July 1, 1992 to create data of the State register of victims owing to the Chernobyl catastrophic crash, having included in it the military personnel undergoing in 1986 conscription service in the infected zone;

develop and implement system of measures for diagnostics, observation and treatment of the specified citizens and their children who were born after 1986;

extend to the specified category of citizens of privilege, the Second World War provided for participants and soldiers internationalists, on medicamentous providing and clinical nutrition in case of hospitalization.

4. Ask the Federation Council of labor unions of Uzbekistan to provide first-priority free allocation of permits in sanatorium, sanatorium dispensary and pioneer the camp of sanatorium type to participants of liquidation of the Chernobyl accident and their children.

5. To the Ministry of Trade of the Republic of Uzbekistan and Uzbekbrlyash to provide the normalized leave of products according to recommendations of the Ministry of Health of the Republic of Uzbekistan based on territorial fixing to shops to the citizens who were taking part in works on mitigation of consequences on the Chernobyl NPP.

6. Accept the offer of societies "Chernobyl" on creation of Chernobyl Veterans of Uzbekistan association.

7. To Council of Ministers of the Republic of Karakalpakstan, hokima of areas and Tashkent:

make the relevant decisions connected with the organization of territorial societies "Chernobyl" and creation of necessary conditions for their work;

to submit within three-months term to Chernobyl public organizations and their divisions the respective rooms, and also to resolve allocation issues by it of the necessary equipment, stock, motor transport and installation of phones;

allocate in first-priority procedure to Chernobyl public organizations the parcels of land under the created production enterprises, subsidiary and farms, gardening partnerships.

8. To the Ministry of Finance of the Republic of Uzbekistan:

allocate to the created association "Chernobyl veterans of Uzbekistan for its formation funds for administrative expenses and fund of the earned payment according to calculations in the amount of 200 thousand rubles;

together with the State Bank of the Republic of Uzbekistan, Uzpromstroybank, Uzagroprombank to provide provision on favorable terms of credit resources to the economic divisions of Chernobyl public organizations having at least 60 percent of the workers who were injured owing to the Chernobyl catastrophic crash for development of production economic activity.

allocate Republican association "Chernobyl Veterans of Uzbekistan" funds for acquisition of the computer and development of programs for the medico-social accounting of the citizens who were injured owing to the Chernobyl catastrophic crash, and their families;

allocate to Khokimiyat of the city of Tashkent funds for covering of the expenses connected with release of Republican association "Chernobyl Veterans of Uzbekistan" from the hire charge of the occupied rooms and utilities since November 1, 1993.

9. To the ministry of cases of culture, State broadcasting company of Uzbekistan periodically to organize holding charitable actions, telecasts from which means to direct to the settlement account of Chernobyl Veterans of Uzbekistan association for rendering financial support to the citizens who were injured owing to the Chernobyl catastrophic crash.

11. To khokimiyat of the city of Tashkent to exempt Republican association "Chernobyl Veterans of Uzbekistan" from the hire charge of the occupied rooms and utilities since November 1, 1993.

The list of provisions, monetary compensations and privileges to the citizens living in the Republic of Uzbekistan who were injured owing to the Chernobyl catastrophic crash

I. Categories of citizens

Treats the citizens who were injured owing to the Chernobyl catastrophic crash to whom operation of this resolution extends:

1) the persons who got sick and had the radiation sickness caused by effects of the Chernobyl accident and also disabled people concerning whom the causal relationship of the come disability is established with the Chernobyl catastrophic crash, from number:

a) the persons (including temporarily directed or sent) who were taking part in recovery from the accident within exclusion zone either occupied on operation or other works on the Chernobyl NPP;

b) the military personnel * and the persons liable for call-up called on special charges and involved in performance of works in exclusion zone, connected with mitigation of consequences of the specified accident;

2) the persons (including temporarily directed or sent) taking in 1986 - 1987 part in works on recovery from the accident on the Chernobyl NPP within exclusion zone or occupied during this period on operation or other works on the Chernobyl NPP and also the military personnel and persons liable for call-up called on special charges and involved to accomplishment during this period of the works connected with mitigation of consequences of the specified accident irrespective of the place of dislocation and the performed works and also the faces of the commanding and ordinary structure of law-enforcement bodies passing in 1986 - 1987 years service in exclusion zone;
