About approval of Rules of project development of local budgets

1. Approve the enclosed Rules of project development of local budgets according to appendix to this order.

2. To department of budgetary planning and forecasting of the Ministry of Finance of the Republic of Kazakhstan (Savelyeva T. M.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in mass media and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan.

3. This order becomes effective from the date of registration and is subject to official publication.

Rules of project development of local budgets

Chapter 1. General provisions

1. These rules of project development of local budgets (further - Rules) are developed according to the Budget code of the Republic of Kazakhstan (further - the Code) and determine procedure for project development of local budgets.

1-1. In these rules concepts and determinations, stipulated in Clause 67 Codes are used.

2. Process of project development of local budgets includes:

1) project development of the forecast of social and economic development of the region, city of republican value, capital and its approval by local executive body;

2) determination of limits of expenses of administrators of local budget programs, limits on new initiatives;

3) implementation of the budget of national participation;

4) forming of drafts of the budget programs of administrators of local budget programs with amounts of the planned budgetary funds for planning period, indicators of direct and final results, the budget requests and their consideration by the budget commission of area, city of republican value, the capital, area (city of regional value);

5) project development of the decision of maslikhat on the local budget;

6) forecast consolidated financial statements according to the regional budget, city budget of republican value, the capital.

3. The forecast of social and economic development of the region, the city of republican value, the capital is developed by local authorized body on state planning according to the procedure determined by the central representative for state planning according to Item 8 of article 61 of the Code.

4. Limits of expenses of administrators of the budget programs financed from the local budget are determined by local authorized bodies by state planning, except for limits of expenses of administrators of the budget programs financed from budgets of the cities of district value, villages, settlements, rural districts which are determined by local authorized bodies by state planning of areas (the cities of regional value).

Limits of expenses of administrators of the budget programs financed from the local budget are determined on the basis of the development plan for area, the city of republican value, the capital and powers determined in regulations on state body.

The procedure for determination of limits of expenses of administrators of the budget programs is determined by the central authorized body by budgetary planning according to article 65-1 of the Code.
