About temporary measures for conducting anti-terrorist operation

This Law determines temporary measures for ensuring support of the subjects of managing performing activities in the territory of conducting anti-terrorist operation and persons living in the anti-terrorist operation zone or moved from it during its carrying out.

Article 1. Determination of terms

The period of conducting anti-terrorist operation - time between the date of entry into force of the Presidential decree of Ukraine "About the decision of the National Security and Defense Council of Ukraine of April 13, 2014 "About urgent measures for overcoming terrorist threat and preserving territorial integrity of Ukraine" of April 14, 2014 No. 405/2014 and the date of entry into force of the Presidential decree of Ukraine about completion of anti-terrorist operation or military operations in the territory of Ukraine.

The territory of conducting anti-terrorist operation - the territory of Ukraine in which the settlements determined in the list approved by the Cabinet of Ministers of Ukraine where the anti-terrorist operation begun according to the Presidential decree of Ukraine "About the decision of the National Security and Defense Council of Ukraine of April 13, 2014 "About urgent measures for overcoming terrorist threat and preserving territorial integrity of Ukraine" of April 14, 2014 No. 405/2014 was performed are located.

Article 2. The moratorium on execution of contractual commitments and on charge of penalty fee and penalties on principal amount according to credit and other contractual commitments

For the period of conducting anti-terrorist operation it is forbidden to citizens of Ukraine who are registered charges of penalty fee and/or penalties on principal amount according to obligations according to loan agreements and loan agreements since April 14, 2014 and constantly live or moved during the period since April 14, 2014 from the settlements determined in the list approved by the Cabinet of Ministers of Ukraine where anti-terrorist operation was performed and also to legal entities and physical persons - entrepreneurs who perform (performed) the economic activity in the territory of the settlements determined in the list approved by the Cabinet of Ministers of Ukraine where anti-terrorist operation was performed.

Banks and other financial institutions, and also creditors shall cancel the penalty fee and/or penalties added on principal amount according to the obligations according to loan agreements and loan agreements during conducting anti-terrorist operation specified in this Article to persons.

Provisions of parts one and the second this Article do not extend to charge of penalty fee and/or penalties on principal amount according to obligations according to loan agreements and loan agreements:

Article 4. Features of state registration of legal entities and physical persons - entrepreneurs

For persons who are registered and moved from the territory of conducting anti-terrorist operation during its carrying out, registration of the physical person - the entrepreneur is performed by the state registrars to the address of temporary residence without requirement of the state registrars of registration services of territorial authorities of the Ministry of Justice of Ukraine in areas and the city of Kiev availability of registration of the residence at the venue of registration actions.

Determine that carrying out registration actions for change of the location of legal entities and the residence of physical persons - entrepreneurs whose location/residence is the territory of conducting anti-terrorist operation is performed concerning legal entities and physical persons - entrepreneurs by the state registrars of registration services of territorial authorities of the Ministry of Justice of Ukraine in areas and Kiev.

Carrying out the registration actions connected with change of list of founders (participants) and heads of the legal entities who are in settlements in the territory of which public authorities temporarily do not perform the powers and in the settlements located on the line of contact for conducting anti-terrorist operation is forbidden.
