About approval of the Regulations on procedure for forming and storage of required reserves by banks of Ukraine and branches of foreign banks in Ukraine
According to Articles 15, of 25, 26 and 56 Laws of Ukraine "About the National Bank of Ukraine", article 66 of the Law of Ukraine "About banks and banking activity", for the purpose of enhancement and increase in efficiency of use of instruments of regulation of the monetary market the Board of the National Bank of Ukraine decides:
1. Approve Regulations on procedure for forming and storage of required reserves by banks of Ukraine and branches of foreign banks in Ukraine (further - the Provision) which is applied.
the resolution of Board of the National Bank of Ukraine of March 16, 2006 No. 91 "About approval of the Regulations on procedure for forming of required reserves for banks of Ukraine", registered in the Ministry of Justice of Ukraine on March 23, 2006 on No. 312/12186;
the resolution of Board of the National Bank of Ukraine of April 2, 2008 No. 88 "About modification of the Regulations on procedure for forming of required reserves for banks of Ukraine", registered in the Ministry of Justice of Ukraine on April 21, 2008 on No. 337/15028;
the resolution of Board of the National Bank of Ukraine of August 27, 2009 No. 512 "About approval of Changes to Regulations on procedure for forming of required reserves for banks of Ukraine", registered in the Ministry of Justice of Ukraine on September 21, 2009 on No. 887/16903;
the resolution of Board of the National Bank of Ukraine of December 22, 2010 No. 567 "About modification of the Regulations on procedure for forming of required reserves for banks of Ukraine", registered in the Ministry of Justice of Ukraine on January 13, 2011 on No. 48/18786;

the resolution of Board of the National Bank of Ukraine of June 20, 2013 No. 242 "About modification of regulatory legal acts of the National Bank of Ukraine", registered in the Ministry of Justice of Ukraine on July 15, 2013 for No. 1181/23713;
the resolution of Board of the National Bank of Ukraine of May 12, 2014 No. 277 "About modification of the Regulations on procedure for forming and storage of required reserves for banks of Ukraine and branches of foreign banks in Ukraine", registered in the Ministry of Justice of Ukraine on May 27, 2014 for No. 545/25322.
3. To department of information technologies (Nagornyuk V. V.) to finish the software on creation by banks of Ukraine and territorial administrations of the National Bank of Ukraine of the statistical reporting under forms No. 381 "Certificate of the raised funds and their remaining balance on correspondent account" and No. 381-A "The certificate of the raised funds and condition of money transfer of required reserves into the separate account in the National Bank of Ukraine" taking into account requirements of the Provision.
4. To general department of monetary policy (Arsenyuk A. V.) bring contents of this resolution to the attention of territorial administrations of the National Bank of Ukraine and banks of Ukraine for use in work.
5. The resolution becomes effective since December 31, 2014.
6. I reserve control over the implementation of this resolution.

This Provision is developed according to the Laws of Ukraine "About the National Bank of Ukraine", "About banks and banking activity" and regulatory legal acts of the National Bank of Ukraine (further - National Bank), for the purpose of increase in effective use of monetary mechanisms during regulation of the monetary market.
In this Provision the National Bank determines procedure for forming and storage by banks of Ukraine and branches of foreign banks in Ukraine (further - banks) required reserves.
1. The National Bank uses standard rates of obligatory reservation as one of monetary tools for regulation of amounts of money supply in the address and managements of the monetary market.
2. In this Provision the following basic concepts are used:
the currency derivative - the forward or futures contract with delivery or without delivery of underlying asset which variable is the currency rate or the price of bank metal;
the raised funds - means of legal entities and physical persons in national and foreign currency (including in bank metals);
the standard rate of obligatory reservation - the size of required reserves established by National Bank in percentage value with obligations of the funds which are rather raised by bank;
subject to reservation - the amount of liabilities (further - structure of obligations), and behind separate active passive accounts - passive balance on balance of bank;
the period of determination of reserve base (further - the determination period) - certain term during which the base for reservation is calculated;
the period of deduction of required reserves (further - the deduction period) - certain term during which means are reserved and stored on correspondent account of bank in National Bank (further - correspondent account) and/or on the separate account in National Bank (further - the separate account) according to the established standard rates;
