About formation of the Coordination center for ensuring implementation of new market model of electrical energy

In pursuance of Item 2 of the Section VI "Final and transitional provisions" of the Law of Ukraine "About bases of functioning of the market of electrical energy of Ukraine" the Cabinet of Ministers of Ukraine decides:

1. Form the Coordination center for ensuring implementation of new market model of electrical energy in structure according to appendix.

2. Approve Regulations on the Coordination center for ensuring implementation of new market model of electrical energy which are applied.

3. Recommend to the National commission performing state regulation in spheres of power and utilities, to consider in the estimate of the company performing the wholesale supply of electrical energy, means necessary for material and financial provision of activities of the Coordination center formed by this resolution.

4. Recognize invalid acts of the Cabinet of Ministers of Ukraine according to the list which is attached.

Regulations on the Coordination center for ensuring implementation of new market model of electrical energy

1. The coordination center for ensuring implementation of new market model of electrical energy (further - the Coordination center) is the temporary advisory advisory body of the Cabinet of Ministers of Ukraine formed for the purpose of approval of actions of executive bodies, organizations, organizations and subjects of managing for implementation of full-scale electricity market of energy according to the Law of Ukraine "About bases of functioning of the market of electrical energy of Ukraine".

2. In the activities the Coordination center is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision.

3. The main objectives of the Coordination center are:

1) coordination of work of executive bodies, organizations, organizations and subjects of managing for implementation of new market model of electrical energy;

2) preparation of offers and recommendations about accomplishment of actions for implementation of new market model of electrical energy;

3) control of accomplishment of actions for implementation of new market model of electrical energy;

4) preparation of offers and recommendations about enhancement of regulatory framework on functioning of the market of electrical energy, including during transition period.

4. The coordination center according to the tasks assigned to it:

1) provides preparation of the actions plan on implementation of new market model of electrical energy, approves scheduled plans of its accomplishment;

2) hears information which arrived from executive bodies, organizations, the organizations and subjects of managing on accomplishment of actions for implementation of new market model of electrical energy;

3) prepares offers on updating of the actions plan on implementation of new market model of electrical energy regarding actions and terms of their accomplishment;

4) is carried out by the analysis of condition of implementation of new market model of electrical energy and origins of problems in the course of its implementation and in case of need prepares relevant proposals;

5) is performed by monitoring of condition of accomplishment by executive bodies, organizations, organizations and subjects of managing of the tasks assigned to them on implementation of new market model of electrical energy and in case of failure to carry out of such tasks by them addresses to the Cabinet of Ministers of Ukraine concerning adoption of relevant decisions;

6) provides coordination of project development of regulatory legal acts on the questions which are within its competence;

7) considers drafts of regulatory legal acts on the questions which are within its competence, and, if necessary, relevant proposals;

8) submits to the Cabinet of Ministers of Ukraine proposals on the questions which are within its competence;

9) represents offers and recommendations about accomplishment by executive bodies, organizations, the organizations and subjects of managing of actions for implementation of new market model of electrical energy;

10) interacts with executive bodies, organizations, the organizations, local government bodies and subjects of managing, the foreign and international organizations, and also their representations in Ukraine, with public associations on the questions which are within its competence.
