Regulations on the State agency concerning electronic control of Ukraine

1. The state agency concerning electronic control of Ukraine (further - the Agency) is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine and realizing state policy in spheres of informatization, electronic control, forming and use of national electronic information resource, development of information society.

2. The agency in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation.

3. The main objectives of the Agency are:

1) realization of state policy in the sphere of informatization, electronic control, forming and use of national electronic information resource, development of information society;

2) submitting for examination of the Cabinet of Ministers of Ukraine of offers on ensuring forming of state policy in the specified sphere.

4. The agency according to the tasks assigned to it:

1) generalizes practice of application of the legislation on the questions which are within its competence develops suggestions for improvement of legal acts, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine and in accordance with the established procedure submits them for consideration of the Cabinet of Ministers of Ukraine;;

2) will be organized by carrying out forecast and analytical researches of condition of development of information society, electronic control and the sphere of informatization;

2-1) carries out digital expertize and prepares the corresponding conclusions of drafts of regulatory legal acts concerning informatization, electronic control, forming and use of national electronic information resource, development of information society, electronic democracy, provision of administrative services or digital development;

3) performs functions of the general state customer of the National program of informatization, in particular:

performs monitoring in the sphere of informatization;

approves industry, regional programs and projects of informatization, the program and projects of informatization of local government bodies, performs their coordination and brings representation to the Cabinet of Ministers of Ukraine about suspension of accomplishment of such programs and projects;

provides methodological, normative and legal, information and organizational support of processes of forming and accomplishment of the National program of informatization;

reports annually on the Cabinet of Ministers of Ukraine on informatization condition in Ukraine;

gives annually to the Cabinet of Ministers of Ukraine tasks of the National program of informatization the next three years and the draft of the program of tasks (works) the next fiscal year;

makes to the Cabinet of Ministers of Ukraine offers concerning modification of the National program of informatization;

4) performs registration of the state electronic registers, inventories, the state and other obligatory qualifiers in the National register of electronic information resources;

Provides 5) within the powers provided by the law, development of the Single web portal of the Cabinet of Ministers of Ukraine with ability to integrate information resources central and the local executive bodies located on the Internet;

7) coordinates the activities of executive bodies connected with creation and integration of electronic information systems and resources into the Single web portal of executive bodies and provision of information and other services;

8) coordinates and controls the works connected with creation, maintaining and ensuring functioning of the National register of electronic information resources, determines instructions for use it;

requirements to formats of data of electronic document management in state bodies;

technique of determination of belonging of the budget programs to the sphere of informatization;

technique of forming of indicators of development of information society;

approximate agreement on information exchange and approximate agreement on connection to system of electronic interaction of the state electronic information resources;

formats of electronic messages and data exchange of system of electronic interaction of the state electronic information resources;

10) develops offers on:

to determination of the purposes and tasks of the state information policy, ways of its realization;

to ensuring general coordination of activities of state bodies concerning development of information society;

to establishment of standards, regulations, rules, procedures, qualifiers in the sphere of informatization, electronic control and development of information society;

to determination of procedure for information filling and technical supply of the Single web portal of executive bodies; procedure for functioning of the official sites of executive bodies;

Performs 11) within the powers provided by the law, measures on:

to development of electronic control;
