3. To impose control of execution of this order on the First vice-minister of national economy of the Republic of Kazakhstan Kusainov M. A.
4. This order becomes effective from the date of its state registration.

1. This Technique of determination of limits of the state concessionary obligations of the Government of the Republic of Kazakhstan and local executive bodies (further - the Technique) is developed according to Item 8 of Article 160 of the Budget code of the Republic of Kazakhstan of December 4, 2008 for the purpose of determination of the mechanism of calculation of limits of the state concessionary obligations.
2. In this Technique the following basic concepts are used:
1) the state concessionary obligations - set of the rights and obligations of the concedent on the amount for certain date of the financial liabilities assumed and not fulfilled by the concedent under the signed agreements of concession;
2) limits of the state concessionary obligations - value for the corresponding financial year which sets limits of adoption of the state concessionary obligations, taking into account annual payments of outstanding state concessionary obligations.
3. Adoption of the state concessionary obligations by the Government of the Republic of Kazakhstan is limited to the limit set by the law on the republican budget for the corresponding financial year.
4. Limits of the state concessionary obligations of the Government of the Republic of Kazakhstan for the corresponding financial year are created taking into account the income of the republican budget and are the limiting restriction considered in case of determination of limit of the state concessionary obligations by the central authorized body of state planning and annually submitted for approval within the law on the republican budget for the corresponding three-year planning period.
5. Limits of the state concessionary obligations of the Government of the Republic of Kazakhstan are set according to the following calculation:

CLLG - the assumed and outstanding state concessionary obligations of the Government of the Republic of Kazakhstan for the beginning of the corresponding financial year.
6. In case of need, refining of limit of the state concessionary obligations of the Government of the Republic of Kazakhstan is made when refining the republican budget within the corresponding financial year.
7. Adoption of the state concessionary obligations by local executive body is limited to the set limit of the state concessionary obligations of the relevant local executive body.
8. Limits of the state concessionary obligations of local executive bodies for the corresponding financial year are created taking into account budget receipt of area, city budgets of republican value, the capital and are the limiting restriction considered in case of determination of limit of the state concessionary obligations in coordination with authorized body on budgetary planning for the corresponding three-year planning period.
9. The limit of the state concessionary obligations of local executive bodies is created proceeding from the budget receipts of local executive body of area, city of republican value, the capital corresponding to amount of tax and non-tax revenues and sales proceeds of fixed capital without transfers minus the budget withdrawals (further - own income), taking into account opportunity local executive bodies independently to serve and pay off the debts.
10. Limits of the state concessionary obligations of local executive bodies are set according to the following calculation:
