About the Government budget of Ukraine for 2015

Article 1. Determine for 2015:

income of the Government budget of Ukraine in the amount of 516.980.130, 3 thousand hryvnias, including income of the general fund of the Government budget of Ukraine - in the amount of 491.767.448, 7 thousand hryvnias and the income of special fund of the Government budget of Ukraine - in the amount of 25.212.681, 6 thousand hryvnias, according to appendix No. 1 to this Law;

expenses of the Government budget of Ukraine in the amount of 581.760.845, 2 thousand hryvnias, including expenses of the general fund of the Government budget of Ukraine - in the amount of 554.591.475, 1 thousand hryvnias and expenses of special fund of the Government budget of Ukraine - in the amount of 27.169.370, 1 thousand hryvnias;

return of the credits to the Government budget of Ukraine in the amount of 4.828.271, 8 thousand hryvnias, including return of the credits to the general fund of the Government budget of Ukraine - in the amount of 2.785.865, 2 thousand hryvnias and return of the credits to special fund of the Government budget of Ukraine - in the amount of 2.042.406, 6 thousand hryvnias;

loan granting from the Government budget of Ukraine in the amount of 16.003.237, thousand hryvnias, including loan granting from the general fund of the Government budget of Ukraine - in the amount of 1.914.849, 3 thousand hryvnias and loan granting from special fund of the Government budget of Ukraine - in the amount of 14.088.387, 9 thousand hryvnias;

limiting amount of central government budget deficit of Ukraine in the amount of 75.955.680, thousand hryvnias, including limiting amount of deficit of the general fund of the Government budget of Ukraine - in the amount of 61.953.010, 5 thousand hryvnias and limiting amount of deficit of special fund of the Government budget of Ukraine - in the amount of 14.002.669, 8 thousand hryvnias, according to appendix No. 2 to this Law.

Article 2. Approve budget settings to the main managers of means of the Government budget of Ukraine for 2015 by executives in charge according to the budget programs, expense allocation on centralized actions between administrative and territorial units, expense allocation on implementation of justice by local and Appeal Courts according to appendices No. 3, No. 4, No. 5 and No. 8 to this Law.

Article 3. Approve for 2015 the interbudget transfers according to appendices No. 6, No. 7 to this Law.

Article 4. Approve the list of the loans (loans) attracted by the state in special fund of the Government budget of Ukraine in 2015 from foreign states, banks and international financial institutions for realization of investing programs (projects) on appendix No. 9 to this Law.

Permit the Ministry of Finance of Ukraine to make changes in list of the government budget for the purpose of display of actual receipt in 2015 of such credits (loans) and expenses according to the appropriate budget programs within the total amount of the attraction of these credits (loans) in 2015 approved in appendix No. 9 to this Law based on the decision of the Cabinet of Ministers of Ukraine approved with Committee of the Verkhovna Rada of Ukraine concerning the budget on implementation on special fund of the government budget of expense reallocation of the budget and loan granting from the budget for the appropriate budget programs within the total amount of budget settings of the main manager of means of the government budget or between the main managers of means of the government budget.

Article 5. Determine for limiting December 31, 2015 amount of public debt in the amount of 1.393.950.825, 4 thousand hryvnias.

Article 6. Determine that in 2015 the state guarantees can be provided in amount to 25.000.000 thousand hryvnias in the following directions:

1) according to the decision of the Cabinet of Ministers of Ukraine for ensuring accomplishment of debt obligations of subjects of managing - residents of Ukraine on the loans (loans) attracted for financing of the investment projects and programs connected with increase in defense capability and safety of the state.

The programs connected with increase in defense capability and safety of the state affirm the Cabinet of Ministers of Ukraine to provision of the state guarantees.

Subjects of managing concerning which the decision on provision of the state guarantees for financing of the programs connected with increase in defense capability and safety of the state for the decision of the Cabinet of Ministers of Ukraine is made can be exempted from the obligation to provide property or other ensuring accomplishment of obligations and to pay payment for their obtaining to the government budget;

2) based on international treaties of Ukraine in such possible directions: financing of the investment, innovative, infrastructure and other projects of development having strategic importance and which realization will promote development of economy of Ukraine, the projects directed to increase in energy efficiency and strengthening of competitive advantages of the Ukrainian companies.

3) according to the decision of the Cabinet of Ministers of Ukraine for ensuring accomplishment of debt obligations of Ukrgidroenergo public joint stock company before the European Bank for Reconstruction and Development in the amount which is not exceeding 180.000 thousand euros for project implementation continuation "Rehabilitation of hydroelectric power stations".

From the moment of emergence of the debt obligations specified in paragraph one of this Item to cancel in the same amount not chosen part of the loan attracted by the state according to the Credit agreement (Rehabilitation of Hydroelectric Power Stations project) between Ukraine and the European Bank for Reconstruction and Development ratified by the Law of Ukraine of September 18, 2012 No. 5255-VI.

Exempt Ukrgidroenergo public joint stock company from the obligation to provide property or other ensuring accomplishment of the obligation on the guarantee provided according to paragraph one of this Item.

Permit the Cabinet of Ministers of Ukraine to create in 2015 stabilization (reserve) energy fund in the amount up to 1.000.000 thousand dollars of the USA at the expense of means of external borrowing which can be attracted under the state guarantees over the amounts established by paragraph one of this Article. To the Cabinet of Ministers of Ukraine to approve procedure for forming and use of means of such fund.

Article 7. Establish in 2015 subsistence minimum as like as two peas per month in the amount of since January 1, 2015 - 1176 hryvnias, since September 1 - 1330 hryvnias, and for the main social and demographic national groups:

children under 6 years: since January 1, 2015 - 1032 hryvnias, since September 1 - 1167 hryvnias;

children aged from 6 up to 18 years: since January 1, 2015 - 1286 hryvnias, since September 1 - 1455 hryvnias;

able-bodied persons: since January 1, 2015 - 1218 hryvnias, since September 1 - 1378 hryvnias;

persons which lost working capacity: since January 1, 2015 - 949 hryvnias, since September 1 - 1074 hryvnias.

Article 8. Establish minimum wage in 2015:

in monthly size: since January 1 - 1218 hryvnias, since September 1 - 1378 hryvnias;

in hourly size: since January 1 - 7, the 29th hryvnias, since September 1 - 8, the 29th hryvnias.

Article 9. Determine that in 2015 the level of providing subsistence minimum "About the government public assistance to needy families" in the ratio to subsistence minimum for the main social and demographic national groups constitutes (guaranteed minimum) for purpose of the help according to the Law of Ukraine: for able-bodied persons - 21 percent, for children - 85 percent, for persons which lost working capacity and disabled people - 100 percent of the corresponding subsistence minimum.

The extent of the government public assistance to needy families in 2015 cannot be more than 75 percent from the level of providing subsistence minimum for family.

In 2015 payment of the government public assistance, stipulated in Item 1-1 article 15 of the Law of Ukraine "About the government public assistance to needy families" is performed.

Level of providing subsistence minimum (guaranteed minimum) for determination of the right to release from payment for the child's food in the state and municipal preschool institutions according to the Law of Ukraine "About preschool education" in 2015 increases according to growth of subsistence minimum.

Article 10. Determine that in the general fund of the Government budget of Ukraine for 2015:

the receipts determined by part two of Article 29 of the Budget code of Ukraine taking into account the features determined by Item 17 of the Section VI "Final and transitional provisions" of the Budget code of Ukraine and the paragraph the fourth Item 9 of the Section "Final provisions" of this Law and also tax on the income which the subjects performing bookmaker activities, activities for release and carrying out lotteries, gamblings (including casino) pay, in full, collection from transactions on purchase of foreign currency in cash form, receipts from realization of the cars, means of land, water and air transport, agricultural machinery, the equipment which is on balance of the public authorities and other state bodies formed by public authorities of the companies, organizations and the organizations which use means of the government budget belong to the income payment for use of small business entities of the microcredits from the government budget;
